HOUSE RESOLUTION NO. 57

A RESOLUTION ENCOURAGING FURTHER ECONOMIC TIES AND FRIENDSHIP 1
BETWEEN THE STATE OF MISSISSIPPI AND THE REPUBLIC OF CHINA 2
(TAIWAN). 3
WHEREAS, the longstanding bonds of friendship and economic 4
ties between the United States and the Republic of China (Taiwan), 5
embodied in the Taiwan Relations Act of 1979, continue to yield 6
important economic, social, strategic and cultural benefits; and 7
WHEREAS, the Republic of China (Taiwan), ranked fourth on the 8
Heritage Foundation's Index of Economic Freedom in 2025, holds an 9
important position in the global economy as a top player in the 10
world's information and communications technology industry and is 11
a trusted partner for economic cooperation and exchanges in 12
industries such as smart machinery, the Internet of Things, 13
biotechnology, energy technology, national defense, semiconductors 14
and the circular economy; and 15
WHEREAS, United States - Taiwan trade reached $201.1 billion 16
in 2025, and the Republic of China (Taiwan) ranks as the United 17

States' eighth-largest export market for American agricultural 18
products and seventh-largest merchandise trading partner; and 19
WHEREAS, the robust trade and investment partnership between 20
the United States and the Republic of China (Taiwan) provides a 21
solid foundation for a mutually beneficial bilateral trade 22
agreement to spur job creation, expand the global market and 23
secure international, democratic supply chains; and 24
WHEREAS, the Republic of China (Taiwan) is a pivotal force 25
for stability in the Indo-Pacific which amplifies the values of 26
democracy, peace and prosperity by partnering with like-minded 27
countries through integrated diplomacy to address global 28
challenges; and 29
WHEREAS, Taiwanese officials and civil society groups partner 30
with the United States on a range of issues to promote our common 31
values of freedom, democracy and human rights; and 32
WHEREAS, the establishment of a Mississippi Trade and 33
Investment Office in the Republic of China (Taiwan) could enhance 34
the participation of small and medium-sized enterprises in trade 35
and investment and advance sister-state ties between Mississippi 36
and the Republic of China (Taiwan); and 37
WHEREAS, Mississippi and the United States have benefited 38
immeasurably through decades of unwavering friendship with Taiwan, 39
and the wider world is sure to reap tremendous rewards as Taiwan 40
works to enhance its presence in the international community: 41

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 42
REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby 43
express our support for the strengthening of our partnership with 44
Taiwan, the expansion of Taiwan's role on the global stage, and 45
for its efforts to preserve peace, stability and the status quo in 46
the Taiwan Strait through meaningful dialogue; support a tax 47
agreement between the United States and Taiwan; and support Taiwan 48
undersea cable resilience as well as efforts to counter gray zone 49
tactics from the People's Republic of China. 50
BE IT FURTHER RESOLVED, That we do hereby maintain that UNGA 51
Resolution 2758 cannot be used to exclude Taiwan from 52
participation in the U.N. System and other international forums 53
such as the International Civil Aviation Organization, 54
International Criminal Police Organization, the World Health 55
Assembly, and the United Nations Framework Convention on Climate 56
Change, and support a Mississippi Trade and Investment Office in 57
Taiwan. 58
BE IT FURTHER RESOLVED, That we do hereby celebrate the 47th 59
anniversary of the enactment of the Taiwan Relations Act and the 60
43rd anniversary of the sister-state relationship between the 61
State of Mississippi and Taiwan. 62
BE IT FURTHER RESOLVED, That copies of this resolution be 63
furnished to the Taipei Economic and Cultural Office in Houston, 64
Texas, and to the members of the Capitol Press Corps. 65
