BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 7
SECTION 1. Section 47-5-124, Mississippi Code of 1972, 8
is amended as follows: 9
47-5-124. (1) Beginning * * * July 1, 2026, the Department 10
of Corrections shall phase in the following uniform designations 11
for all offenders housed by the Department of Corrections: 12
(a) Maximum security offenders - Red * * * shirts; 13
(b) Medium security offenders - Black * * * shirts; and 14
(c) Minimum security offenders - Green * * * shirts. 15
In addition to the shirts prescribed in this subsection, all 16
offenders shall wear dungaree pants. 17
No offender may wear any article of clothing that is not 18
issued to the offender by the Department of Corrections. * * * 19

"M.D.O.C." must be written on the back of the shirt or other upper 20
outer garment of clothing. 21
(2) No convict incarcerated in a state correctional facility 22
or a private correctional facility may be authorized or permitted 23
to operate, use or have in his possession during the term of his 24
incarceration any radio, television, record player, tape player, 25
recorder, compact disc player, stereo or computer, except when 26
such devices are used in a work incentive program authorized and 27
administered by the Department of Corrections. The department 28
shall develop and implement a plan to return such devices owned by 29
inmates to the families of such inmates. 30
(3) No state correctional facility existing on August 23, 31
1994, and no correctional facility, public or private, constructed 32
or contracted for under the provisions of this chapter shall 33
include weight lifting equipment, except when such equipment is 34
used in a work incentive program. 35
(4) An inmate is prohibited from possessing individual air 36
conditioners. However, the Department of Finance and 37
Administration and Department of Corrections shall determine the 38
feasibility and cost effectiveness of heating and refrigerated air 39
conditioning equipment for the cooling and heating of a 40
correctional facility constructed after August 23, 1994. 41
SECTION 2. This act shall take effect and be in force from 42
and after July 1, 2026. 43
