AN ACT TO DIRECT THE MISSISSIPPI PUBLIC SERVICE COMMISSION TO 1
STUDY POTENTIAL THREATS TO MISSISSIPPI'S ELECTRIC GRID, INCLUDING 2
THE THREAT OF ELECTROMAGNETIC PULSE ATTACKS, AND PROPOSE MEASURES 3
TO STRENGTHEN ITS SECURITY AND DIVERSIFY THE STATE GRID; AND FOR 4
RELATED PURPOSES. 5
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 6
SECTION 1. (1) The Public Service Commission shall study 7
the Mississippi electric grid and the computer systems and 8
networks related to it. The study must: 9
(a) Evaluate and summarize the current state of the 10
electric grid and associated computer systems and networks; 11
(b) Consider potential security threats to the electric 12
grid and associated computer systems and networks, including the 13
threat of electromagnetic pulse attacks; 14
(c) Assess whether further efforts are needed to secure 15
or diversify the electric grid and associated computer systems and 16
networks against damage, including from the threat of 17
electromagnetic pulses, solar flares or other attacks and natural 18
threats; and 19

(d) Recommend measures to secure and diversify the 20
electric grid and associated computer systems and networks against 21
damage. 22
(2) The commission may share its findings with any state 23
agency it considers important to the security and diversification 24
of the electric grid or associated computer systems or networks. 25
To the extent allowed by law, a state agency with which the 26
commission shares information is encouraged to implement any 27
recommendations that the agency determines will improve the 28
security of the state's electric grid or associated computer 29
systems or networks. 30
(3) Not later than December 1, 2027, the commission shall 31
prepare a report of its findings, including any recommendations 32
for legislation resulting from the findings, and shall submit the 33
report to the Governor, the Lieutenant Governor and the Speaker of 34
the House of Representatives. 35
(4) The work of the commission described in this act relates 36
to sensitive matters of security. Notwithstanding any other law, 37
the meetings, work and findings of the commission as described in 38
this act are not subject to the requirements of Chapter 41 or 61 39
of Title 25, Mississippi Code of 1972. 40
SECTION 2. This act shall take effect and be in force from 41
and after July 1, 2026. 42
