AN ACT TO CREATE THE "MISSISSIPPI HEALTH AND WELFARE 1
EFFICIENCY TASK FORCE" CREATED TO EXAMINE THE EFFICIENCY OF 2
CERTAIN STATE AGENCIES, STREAMLINE GOVERNMENT AND REGULATORY 3
SERVICES AND ELIMINATE DUPLICATIVE REQUIREMENTS AND PROCEDURES 4
WHICH UNNECESSARILY SLOW DOWN THE PROCESS FOR MISSISSIPPIANS TO 5
RECEIVE GOVERNMENT SERVICES; TO REQUIRE THE TASK FORCE TO DEVELOP 6
RECOMMENDATIONS TO THE LEGISLATURE ON CHANGES TO POLICY AND LAWS 7
IN MISSISSIPPI WITH A GOAL OF INCREASING STATE GOVERNMENT 8
EFFICIENCY BY STREAMLINING GOVERNMENT SERVICES AND ELIMINATING 9
DUPLICATE PROCEDURES AND REQUIREMENTS; TO SET THE MEMBERSHIP OF 10
THE TASK FORCE; TO PROVIDE FOR OTHER PROVISIONS RELATED THERETO, 11
INCLUDING PER DIEM AND VOTING; AND FOR RELATED PURPOSES. 12
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 13
SECTION 1. (1) There is hereby established the "Mississippi 14
Health and Welfare Efficiency Task Force" created to examine the 15
efficiency of certain state agencies, streamline government and 16
regulatory services and eliminate duplicative requirements and 17
procedures which unnecessarily slow down the process for 18
Mississippians to receive government services. The task force 19
shall develop recommendations to the Legislature on changes to 20
policy and laws in Mississippi with a goal of increasing state 21
government efficiency by streamlining government and regulatory 22
services and eliminating duplicate procedures and requirements. 23

(2) The members of the task force shall be as follows: 24
(a) The Executive Director of the Mississippi Division 25
of Medicaid, or his or her designee; 26
(b) The Executive Director of the Mississippi 27
Department of Human Services, or his or her designee; 28
(c) The Commissioner of the Mississippi Department of 29
Child Protective Services, or his or her designee; 30
(d) The State Health Officer of the Mississippi 31
Department of Health, or his or her designee; 32
(e) The Executive Director of the Mississippi 33
Department of Mental Health, or his or her designee; 34
(f) Three (3) senators appointed by the Lieutenant 35
Governor; 36
(g) The Executive Director of the Mississippi 37
Department of Rehabilitation Services, or his or her designee; 38
(h) Three (3) representatives appointed by the Speaker 39
of the House of Representatives; 40
(i) The Attorney General, or his or her designee; and 41
(j) The Governor, or his or her designee. 42
(3) The task force shall meet within forty-five (45) days of 43
the effective date of this act and shall evaluate the current 44
data, resources, laws and policies of the State of Mississippi. 45
Specifically, the task force shall: 46
(a) Examine the efficiency of the state agencies 47
represented by membership on the task force; 48

(b) Review current laws, regulations, rules and 49
procedures and provide recommendations regarding how to streamline 50
government and regulatory services provided by the state agencies 51
represented by membership on the task force; 52
(c) Provide recommendations on how to eliminate 53
duplicative requirements and procedures which unnecessarily slow 54
down the process for Mississippians to receive government and 55
regulatory services that are provided by the state agencies 56
represented by membership on the task force; and 57
(d) Discuss any information deemed related and 58
necessary to accomplish the tasks assigned in paragraphs (a) 59
through (c) of this subsection. 60
(4) To effectuate the purposes of this act, any department, 61
division, board, bureau, committee, institution or agency of the 62
state, or any political subdivision thereof, shall, at the request 63
of the task force, provide the facilities, assistance, information 64
and data needed to enable the task force to carry out its duties. 65
(5) The State Health Officer shall call the first meeting 66
and shall serve as the chair of the task force. The members of 67
the task force shall elect a vice chairman, and any other officers 68
determined to be necessary, from among the members at its first 69
meeting. The task force shall develop and report its findings and 70
recommendations to the Mississippi Legislature on or before 71
December 1, 2026. A majority of the membership shall be required 72
to approve any final report and recommendation. Meetings of the 73

task force shall be held at the State Capitol; however, if it is 74
not feasible for the task force to hold an in-person meeting, the 75
task force may convene utilizing an online meeting platform that 76
is accessible for viewing by the public. 77
(6) The Joint Legislative Committee on Performance 78
Evaluation and Expenditure Review shall provide necessary clerical 79
support for the meetings of the task force and the preparation of 80
the report. 81
SECTION 2. This act shall take effect and be in force from 82
and after its passage. 83
