AN ACT TO PROVIDE THAT EACH SCHOOL DISTRICT OR PUBLIC CHARTER SCHOOL SHALL INCLUDE THE "MEET BABY OLIVIA" VIDEO OR A SIMILAR ANIMATION SHOWING EVERY STAGE OF HUMAN DEVELOPMENT INSIDE THE UTERUS, NOTING SIGNIFICANT MARKERS IN CELL GROWTH AND ORGAN DEVELOPMENT FOR EVERY SIGNIFICANT MARKER OF PREGNANCY UNTIL BIRTH, IN ITS SCIENCE CURRICULUM EACH YEAR BETWEEN GRADES 6 AND 12; TO REQUIRE WRITTEN PARENTAL NOTIFICATION AND ALLOW PARENTS AND GUARDIANS TO OPT THEIR CHILDREN OUT OF THE SHOWING; TO REQUIRE THAT SCHOOL DISTRICTS AND CHARTER SCHOOLS NOT VIOLATE FEDERAL OR STATE LAW IN COMPLYING WITH THIS ACT; AND FOR RELATED PURPOSES.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 11
SECTION 1. (1) Each school district or public charter 12
school shall include the "Meet Baby Olivia" video or a similar 13
high-quality, computer-generated rendering or animation that shows 14
every stage of human development inside the uterus, noting 15
significant markers in cell growth and organ development for every 16
significant marker of pregnancy until birth, in its science 17
curriculum between Grades 6 and 12. The purpose of the course 18
material required under this section is to familiarize students 19
with the biological development of a human being at various stages 20
in the womb. One (1) week before the video is shown, the school 21
shall notify parents and guardians in writing of the showing, and 22

a parent or guardian may, in writing, opt their children out of 23
the showing. 24
(2) School districts and public charter schools, in 25
complying with this section, shall not violate any provision of 26
the United States Constitution or federal law, the Mississippi 27
Constitution or state law, or any administrative regulations of 28
the United States Department of Education or the State Department 29
of Education. 30
SECTION 2. This act shall take effect and be in force from 31
and after July 1, 2026. 32
