AN ACT TO PROVIDE THAT EVERY STUDENT-ATHLETE IN THIS STATE, WHETHER IN PUBLIC SECONDARY SCHOOL OR ANY SCHOOL THAT IS A MEMBER OF THE MISSISSIPPI HIGH SCHOOL ACTIVITIES ASSOCIATION (MHSAA), SHALL BE ALLOWED ONE TRANSFER TO ANOTHER SCHOOL OR SCHOOL DISTRICT DURING HIS OR HER LENGTH OF ELIGIBILITY WITHOUT LOSS OF ELIGIBILITY OR ANY OTHER PENALTY; AND FOR RELATED PURPOSES.

SENATE BILL NO. 2304

AN ACT TO PROVIDE THAT EVERY STUDENT-ATHLETE IN THIS STATE, 1
WHETHER IN PUBLIC SECONDARY SCHOOL OR ANY SCHOOL THAT IS A MEMBER 2
OF THE MISSISSIPPI HIGH SCHOOL ACTIVITIES ASSOCIATION (MHSAA), 3
SHALL BE ALLOWED ONE TRANSFER TO ANOTHER SCHOOL OR SCHOOL DISTRICT 4
DURING HIS OR HER LENGTH OF ELIGIBILITY WITHOUT LOSS OF 5
ELIGIBILITY OR ANY OTHER PENALTY; AND FOR RELATED PURPOSES. 6
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 7
SECTION 1. Every student-athlete in this state, whether in 8
public secondary school or any school that is a member of the 9
Mississippi High School Activities Association (MHSAA), shall be 10
allowed one (1) transfer to another school or school district 11
during his or her length of eligibility without loss of 12
eligibility or any other penalty for such transfer. The 13
eligibility upon transfer provided for herein shall not preclude 14
enforcement of any other participation rules or requirements. 15
SECTION 2. This act shall take effect and be in force from 16
and after July 1, 2026. 17
