SENATE BILL NO. 2324
AN ACT TO CREATE A STUDY COMMITTEE TO STUDY THE IMPACT AND 1
SOCIETAL EFFECT OF POLICE PURSUITS, THE NECESSITY OF POLICE 2
PURSUITS INTO ANOTHER JURISDICTION, THE OVERALL BENEFIT OF POLICE 3
PURSUITS WEIGHED AGAINST THE RISKS OF SUCH PURSUITS, THE SPEED AT 4
WHICH SUCH PURSUITS CAN BE UNDERTAKEN SAFELY, THE CRIMES WHICH 5
WOULD MERIT A POLICE PURSUIT AND FOR ANY OTHER RELATED PURPOSE; TO 6
ESTABLISH THE MEMBERSHIP OF THE STUDY COMMITTEE; TO PROVIDE 7
PROCEDURES FOR THE STUDY COMMITTEE; TO REQUIRE THE STUDY COMMITTEE 8
TO FILE A REPORT WITH THE LEGISLATURE; AND FOR RELATED PURPOSES. 9
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 10
SECTION 1. (1) There is created a study committee for the 11
purpose of studying the impact and societal effect of police 12
pursuits, the necessity of police pursuits into another 13
jurisdiction, the overall benefit of police pursuits weighed 14
against the risks of such pursuits, the speed at which such 15
pursuits can be undertaken safely, the crimes which would merit a 16
police pursuit and for any other related purpose. 17
(2) The committee shall be comprised of the following nine 18
(9) members: 19
(a) The chair, or his designee, of the Senate 20
Judiciary, Division B Committee; 21

(b) The chair, or his designee, of the House Judiciary 22
B Committee; 23
(c) The Commissioner of the Department of Public Safety 24
or his or her designee; 25
(d) The Attorney General or his or her designee; 26
(e) One (1) member appointed by the Governor; 27
(f) One (1) member appointed by the Lieutenant 28
Governor; 29
(g) One (1) member appointed by the Speaker of the 30
House; 31
(h) The President, or designee, of the Mississippi 32
Sheriff's Association; 33
(i) The President, or designee, of the Mississippi 34
Association of Chiefs of Police; 35
(3) Appointments to the study committee shall be made within 36
thirty (30) days of the effective date of this act. At the first 37
meeting, the committee shall elect from among its membership a 38
chairman, a vice chairman and any other officers determined to be 39
necessary, and shall adopt rules for transacting business and 40
keeping records. 41
(4) A majority of the members of the study committee shall 42
constitute a quorum. The study committee shall develop and report 43
its findings and recommendations to the Legislature on or before 44
December 1, 2026. In the adoption of rules, resolutions and 45
reports, and in the election of a chairman, vice chairman and any 46

other officers determined to be necessary, an affirmative vote of 47
a majority of the members present shall be required. 48
(5) The PEER Committee shall provide the staff and other 49
support necessary for the study committee to perform its duties. 50
(6) To effectuate the purposes of this act, any department, 51
division, board, bureau, committee, institution or agency of the 52
state, or any political subdivision thereof, shall, at the request 53
of the chairman of the study committee, provide the facilities, 54
assistance, information and data needed to enable the study 55
committee to carry out its duties. 56
(7) Upon the presentation of its report the study committee 57
shall be dissolved. 58
SECTION 2. This act shall take effect and be in force from 59
and after its passage. 60
