WITH OR TO IMPOSE OR COLLECT ANY FINE, FEE OR PENALTY FOR 5
VIOLATION OF ANY REQUIREMENT TO POSSESS OR MAINTAIN MOTOR VEHICLE 6
LIABILITY INSURANCE; AND FOR RELATED PURPOSES. 7
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 8
SECTION 1. Section 17-25-19, Mississippi Code of 1972, is 9
amended as follows: 10
17-25-19. (1) (a) Neither the board of supervisors of any 11
county nor the governing authority of any municipality shall 12
adopt, enact or enforce any ordinance authorizing the use of 13
automated recording equipment or systems to enforce compliance 14
with traffic signals, traffic speeds or other traffic laws, rules 15
or regulations on any public street, road or highway within this 16
state or to impose or collect any civil or criminal fine, fee or 17
penalty for any such violation. 18

(b) Any county or municipality using automated 19
recording equipment or systems shall remove the equipment or 20
system before October 1, 2009. 21
(2) (a) Neither the board of supervisors of any county nor 22
the governing authority of any municipality shall adopt, enact or 23
enforce any ordinance authorizing the use of automated recording 24
equipment or systems to enforce compliance with any requirement to 25
possess or maintain motor vehicle liability insurance. 26
(b) Any county or municipality using automated 27
recording equipment or systems shall remove the equipment or 28
systems for the purposes specified in paragraph (a) of this 29
subsection before October 1, 2025. 30
( * * *3) For the purposes of this section, the term 31
"automated recording equipment or systems" means a camera or 32
optical device installed to work in conjunction with a traffic 33
control signal or radar speed detection equipment, or both, and 34
designed to record images that depict the license plate attached 35
to the rear of a motor vehicle that is not operated in compliance 36
with instructions of the traffic control signal * * *, with the 37
posted speed limit or with any requirement to possess or maintain 38
motor vehicle liability insurance. 39
SECTION 2. This act shall take effect and be in force from 40
and after July 1, 2026. 41
