AN ACT TO ENACT THE ARTIFICIAL INTELLIGENCE IN EDUCATION TASK 1
FORCE ACT FOR THE PURPOSE OF EVALUATING POTENTIAL APPLICATIONS OF 2
ARTIFICIAL INTELLIGENCE IN K-12 AND TO DEVELOP POLICY 3
RECOMMENDATIONS FOR RESPONSIBLE AND EFFECTIVE USES BY STUDENTS AND 4
EDUCATORS; TO ESTABLISH THE TASK FORCE MEMBERSHIP REQUIREMENTS AND 5
APPOINTMENT CRITERIA; TO PROVIDE THE DUTIES AND RESPONSIBILITIES 6
OF THE TASK FORCE, INCLUDING THAT THE TASK FORCE PROVIDE 7
RECOMMENDATIONS FOR INCORPORATING AI INTO EDUCATIONAL STANDARDS; 8
TO REQUIRE THE TASK FORCE TO MAKE RECOMMENDATIONS ON STRATEGIES 9
THAT CREATE OPPORTUNITIES FOR FOSTERING COLLABORATION THROUGHOUT 10
THE EDUCATIONAL LANDSCAPE; TO REQUIRE THE TASK FORCE TO SUBMIT 11
REPORTS TO THE GOVERNOR, LIEUTENANT GOVERNOR AND SPEAKER OF THE 12
HOUSE; TO PROVIDE THE DATE THAT THE TASK FORCE SHALL DISSOLVE; AND 13
FOR RELATED PURPOSES. 14
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 15
SECTION 1. This act shall be known and may be cited as the 16
"Artificial Intelligence in Education Task Force Act." 17
SECTION 2. The purpose of this act is to establish an 18
Artificial Intelligence ("AI") in Education Task Force within the 19
state to evaluate the potential applications of artificial 20
intelligence in K-12 and to develop policy recommendations for 21
responsible and effective uses by students and educators. The 22
task force may also identify workforce needs related to AI and 23
provide policy recommendations to ensure the state develops 24

education and workforce training programs that align with changing 25
industry needs. 26
SECTION 3. (1) The State Superintendent of Education shall 27
serve as the Chair of the Task Force. The Department of Education 28
shall provide administrative support for the task force, 29
including, but not limited to, developing agendas, coordinating 30
meetings and drafting reports for task force feedback. 31
(2) The task force shall include members who possess 32
knowledge or expertise in the following fields: education, 33
technology, AI, ethics, data privacy, industry demands, state and 34
local policy, and state procurement. 35
(3) The task force shall consist of twelve (12) members, as 36
follows: 37
(a) The Governor shall appoint four (4) members to the 38
committee, as follows: 39
(i) A representative from the State Board of 40
Education; 41
(ii) A representative from an institution of 42
higher learning; 43
(iii) A representative of the Mississippi Office 44
of Workforce Development; and 45
(iv) A representative from the Public Procurement 46
Review Board with expertise on technology procurement and data 47
privacy standards; 48

(b) The Lieutenant Governor shall appoint four (4) 49
members to the committee, as follows: 50
(i) A representative from the State Attorney 51
General's Office; 52
(ii) A school board member from a school district 53
with innovative technology practices; 54
(iii) A school district superintendent from a 55
school district with innovative technology practices; 56
(iv) A school district educational technology 57
director; and 58
(v) The members appointed under subparagraphs 59
(ii), (iii) and (iv) of this paragraph shall come from separate 60
school districts; 61
(c) The Speaker of the House shall appoint four (4) 62
members to the committee, as follows: 63
(i) A vice president of research from a public 64
research university in Mississippi; 65
(ii) An educator from a school district with 66
innovative technology practices; 67
(iii) A business leader in the technology industry 68
sector in the state that is directly affected by developments in 69
AI; and 70
(iv) A representative from the Department of 71
Information Technology Services; 72

(4) All appointments to the task force shall be made by 73
August 1, 2026. 74
SECTION 4. (1) The task force shall meet no fewer than four 75
(4) times beginning in September 2026, and continue to convene 76
until December 15, 2026. All meetings shall be open to the 77
public. 78
(2) The task force shall conduct the following activities: 79
(a) Evaluate the current state of AI technology and its 80
potential applications in K-12; 81
(b) Assess the ethical, legal and data privacy 82
implications of AI usage in education; 83
(c) Develop policy recommendations for the responsible 84
and effective use of AI in education for local boards of 85
education, and the state as a whole. The policy recommendations 86
shall include, but are not limited to, the following topics: 87
(i) Academic integrity and plagiarism; 88
(ii) Acceptable uses of AI for students and 89
educators; 90
(iii) Student and teacher data privacy; and 91
(iv) Parent/guardian access to information that 92
students enter into AI systems; 93
(d) Provide recommendations for incorporating AI into 94
K-12 educational standards and higher education curricula, 95
including general education courses as well as career and 96
technical courses that align with evolving industry demands; 97

(e) Develop guidelines for training K-12 educators to 98
effectively use AI tools, especially to support personalized 99
learning; 100
(f) Propose criteria by which the state could monitor 101
and evaluate the effects of AI on student learning outcomes; 102
(g) Identify strategies to protect student and teacher 103
data privacy when using AI systems; 104
(h) Recommend a set of common requirements for state 105
and district/institution procurement of AI-powered software, such 106
as, but not limited to: 107
(i) Requirements for content filters that protect 108
students from accessing content that is inappropriate for their 109
age; 110
(ii) Requirements to allow parents/guardians to 111
review the content their minor students enter into the AI 112
software; 113
(iii) Vendor-provided training and support for 114
district/institution technology staff; and 115
(iv) Prohibitions on the unauthorized sale of 116
student or teacher data; 117
(i) Identify opportunities for fostering collaboration 118
between K-12 education, technical and community colleges, 119
institutions of higher learning, workforce development programs 120
and industry sectors affected by AI such that students are 121
prepared for future careers that involve AI technologies; and 122

(j) Promote strategies to bridge the digital divide and 123
ensure equitable access to AI-powered educational resources. 124
(3) The task force may invite outside experts, conduct 125
surveys, hold public hearings or engage in other methods of 126
gathering data on current use, opportunities and challenges 127
related to AI and is encouraged to seek out the feedback of 128
students, parents, teachers and other community members. 129
SECTION 5. (1) The task force shall submit interim reports 130
to the House and Senate Education Chairs and the Governor 131
regarding progress and preliminary findings by November 15, 2026. 132
(2) The task force shall submit its final report detailing 133
its findings, conclusions and policy recommendations to the 134
Governor, Lieutenant Governor and Speaker of the House by December 135
15, 2026. 136
(3) The Department of Education shall post the final report 137
on its website for public access. 138
SECTION 6. The task force shall be dissolved on January 1, 139
2027. 140
SECTION 7. This act shall take effect and be in force from 141
and after July 1, 2026. 142
