BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 11
SECTION 1. The following sum, or so much thereof as may be 12
necessary, is appropriated out of any money in the Small 13
Municipalities Federal Match Fund created in the General Laws of 14
2026, not otherwise appropriated, to the Department of Finance 15
Administration for the purpose of disbursing funds to small 16
municipalities which receive discretionary federal funds for the 17
period beginning on July 1, 2026, and ending June 30, 2027........ 18

SECTION 2. (1) It is the intent of the Legislature that the 20
funds appropriated in Section 1 shall be provided for matching 21
funds to draw down federal funds for qualifying small 22

municipalities under the Small Municipalities Federal Match Fund 23
created in the General Laws of 2026. 24
(2) As a condition of receiving and expending the funds 25
appropriated to the department in this act, the department shall 26
set a match rate of twenty percent (20%) local funds contributed 27
by the small municipality to eighty percent (80%) federal funds 28
received. 29
SECTION 3. The money appropriated in this act shall be paid 30
by the State Treasurer out of any money in the Small 31
Municipalities Federal Match Fund, not otherwise appropriated, 32
upon warrants issued by the State Fiscal Officer, and the State 33
Fiscal Officer shall issue his or her warrants upon requisitions 34
signed by the proper person, officer or officers, in the manner 35
provided by law. 36
SECTION 4. This act shall take effect and be in force from 37
and after its passage. 38
