AN ACT TO AUTHORIZE THE DEPARTMENT OF FINANCE AND ADMINISTRATION, ACTING ON BEHALF OF THE MISSISSIPPI DEPARTMENT OF PUBLIC SAFETY (DPS), TO SELL AND CONVEY OR LEASE REAL PROPERTY AND IMPROVEMENTS THEREON IN LAUDERDALE COUNTY, MISSISSIPPI, TO COMPASS DATACENTERS JAN I, LLC; TO REQUIRE THE DFA TO OBTAIN A PROPER LEGAL DESCRIPTION OF THE PROPERTY PRIOR TO SALE AND INCLUDE IT IN THE DEED OR INSTRUMENT OF CONVEYANCE; TO REQUIRE THAT THE PROPERTY BE SOLD FOR FAIR MARKET VALUE AS DETERMINED BY THE AVERAGE OF TWO APPRAISALS BY QUALIFIED APPRAISERS WHO ARE CERTIFIED AND LICENSED BY THE MISSISSIPPI REAL ESTATE APPRAISER LICENSING AND CERTIFICATION BOARD; TO STIPULATE THAT COMPASS DATACENTERS JAN I, LLC, SHALL PAY ANY AND ALL CLOSING COSTS; TO AUTHORIZE THE DFA TO CORRECT ANY DISCREPANCIES IN THE LEGAL DESCRIPTIONS OF THE PROPERTY OR PURCHASING ENTITY PROVIDED IN THIS ACT; TO REQUIRE ALL MONIES DERIVED FROM THE SALE OR LEASE OF THE PROPERTY TO BE DEPOSITED IN THE STATE GENERAL FUND; TO NAME NEWLY CONSTRUCTED DPS FACILITIES IN LAUDERDALE COUNTY; AND FOR RELATED PURPOSES.

DEPOSITED IN THE STATE GENERAL FUND; TO NAME NEWLY CONSTRUCTED DPS 16
FACILITIES IN LAUDERDALE COUNTY; AND FOR RELATED PURPOSES. 17
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 18
SECTION 1. (1) The Department of Finance and Administration 19
(DFA), acting on behalf of the Mississippi Department of Public 20
Safety (DPS), shall sell and convey or lease, according to the 21
terms agreed upon by the parties, real property currently used by 22
and for the benefit of the Highway Safety Patrol as its Troop H 23
Headquarters and Driver Service Bureau facility, and any 24
improvements thereon, located in Lauderdale County, Mississippi, 25

to Compass Datacenters JAN I, LLC, a Delaware limited liability 26
company, with the property being more particularly described as 27
follows: 28
Property located at 910 Highway 11 & 80, Meridian, Lauderdale 29
County, Mississippi; Parcel #081020000000000402/PPIN#49049 30
consisting of approximately 8.85 acres and all structures and 31
improvements. 32
(2) The Department of Finance and Administration shall 33
obtain a legal description of the property prior to conveyance, 34
and such legal description shall be included in the deed or other 35
instrument of conveyance. 36
(3) The real property and improvements described in 37
subsection (1) of this section shall not be purchased for an 38
amount less than the current fair market value as determined by 39
the average of two (2) appraisals by qualified appraisers, at 40
least one (1) of whom shall be selected by the Department of 41
Public Safety, and both of whom shall be certified and licensed by 42
the Mississippi Real Estate Appraiser Licensing and Certification 43
Board. 44
(4) Compass Datacenters JAN I, LLC, shall pay any and all 45
closing costs related to the acquisition of this property. 46
(5) The Department of Public Safety is authorized to correct 47
any discrepancies in the legal descriptions of the property or 48
purchasing entity provided in subsections (1) through (6) of this 49
section. 50

(6) All monies derived from the sale or lease of the 51
property authorized in this section shall be deposited in the 52
State General Fund. 53
(7) The newly constructed DPS facility in Lauderdale County 54
shall be known as the "Charles Young, Sr., Facility." 55
SECTION 2. This act shall take effect and be in force from 56
and after its passage. 57
