AN ACT TO CREATE THE MISSISSIPPI NATURAL HAIR CARE SCHOOL; TO 1
STIPULATE THAT THE SCHOOL SHALL BE GOVERNED BY THE STATE BOARD OF 2
EDUCATION; TO REQUIRE THE BOARD OF EDUCATION TO DEVELOP A PLAN FOR 3
OPENING, OPERATION, AND FUNDING THE SCHOOL; TO DESCRIBE THE OBJECT 4
OF THE SCHOOL; TO LOCATE THE SCHOOL IN GREENVILLE, MISSISSIPPI; TO 5
PRESCRIBE THE RESPONSIBILITIES AND DUTIES OF THE PRESIDENT OF THE 6
SCHOOL; TO STIPULATE THAT THE BOARD OF EDUCATION PREPARE THE 7
BUDGET FOR THE SCHOOL; AND FOR RELATED PURPOSES. 8
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 9
SECTION 1. (1) There is hereby created a technical 10
institute by the name of the "Mississippi Natural Hair Care 11
School" to have perpetual succession, with power to contract and 12
be contracted with, to receive by any legal method of transfer or 13
conveyance, property of any description, to have, hold and employ 14
the same, to make and use a corporate seal, with power to break or 15
change the same, and to adopt bylaws, rules and regulations for 16
the government of its members, official agents and employees. 17
(2) The school shall be governed by the State Board of 18
Education. 19
(3) The Board of Education shall develop a plan relating to 20
the opening, operation, and funding of the school. Such plan 21

shall be presented to the Legislature during the 2027 Regular 22
Session. 23
(4) The object of the Mississippi Natural Hair Care School 24
shall be to provide instruction to students in styling natural 25
hair and to provide instruction and training in other such 26
subjects as the State Board of Education may, from time to time, 27
prescribe. It shall also be the object of said school to 28
establish and conduct classes or courses for preparing, equipping 29
and training citizens of the State of Mississippi for employment 30
in gainful occupations, in trade and in industrial and 31
distributive pursuits concerning natural hair whether such 32
students are qualified by educational requirements or not. 33
(5) The Mississippi Natural Hair Care School shall be 34
located in Greenville, Mississippi. 35
(6) The president of the Mississippi Natural Hair Care 36
School shall be held as the professional adviser of the State 37
Board of Education of all matters pertaining to the inside 38
arrangements of buildings, selection of faculty and course of 39
study. He or she shall have the immediate supervision and 40
management of said college in all its departments, subject, 41
however, to the general supervision, management and direction of 42
the State Board of Education. 43
(7) The Board of Education shall prepare the annual budget 44
for the school. 45

SECTION 2. This act shall take effect and be in force from 46
and after July 1, 2026. 47
