AN ACT TO AUTHORIZE THE MISSISSIPPI STATE UNIVERSITY 1
EXTENSION SERVICE AND ALCORN STATE UNIVERSITY COLLEGE OF 2
AGRICULTURE AND APPLIED SCIENCES TO ASSIST POULTRY FARMERS WITH 3
THE DEVELOPMENT OF COMPREHENSIVE NUTRIENT MANAGEMENT PLANS; AND 4
FOR RELATED PURPOSES. 5
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 6
SECTION 1. (1) The Mississippi State University Extension 7
Service and Alcorn State University College of Agriculture and 8
Applied Sciences are hereby authorized and empowered to assist 9
poultry farmers in the State of Mississippi in the development of 10
Comprehensive Nutrient Management Plans (CNMPs), as required by 11
federal and state laws and regulations. 12
(2) The assistance provided under subsection 1 of this 13
section, may include, but is not limited to, technical guidance, 14
on-site evaluations, nutrient management planning and the 15
preparation of documents necessary to comply with applicable 16
environmental regulations. 17
(3) The provisions of this act shall not be construed to 18
require the Mississippi State University Extension Service or the 19

Alcorn State University College of Agriculture and Applied 20
Sciences to provide such services without adequate funding, nor 21
shall the provisions preclude the pursuit of funding through 22
subsequent appropriations or partnerships. 23
SECTION 2. This act shall take effect and be in force from 24
and after July 1, 2026. 25
