SENATE BILL NO. 2791
AN ACT TO ENACT THE PURPLE ANGELS LAW; TO CREATE A REGISTRY 1
OF PERSISTENT DOMESTIC VIOLENCE OFFENDERS WITHIN THE MISSISSIPPI 2
DEPARTMENT OF PUBLIC SAFETY; TO DEFINE TERMS; TO REQUIRE THE COURT 3
OF CONVICTION TO ORDER REGISTRATION UPON QUALIFYING CONVICTIONS; 4
TO REQUIRE CLERKS OF COURT TO TRANSMIT CONVICTION DATA; TO PROVIDE 5
A REGISTRATION FEE ASSESSED AGAINST EACH QUALIFYING OFFENDER; TO 6
PROVIDE FOR THE DISTRIBUTION OF FUNDS TO SUPPORT DOMESTIC VIOLENCE 7
PREVENTION AND INTERVENTION SERVICES THROUGH THE STATE DEPARTMENT 8
OF HEALTH; TO ESTABLISH TIMEFRAMES FOR REMOVAL FROM THE REGISTRY; 9
TO DIRECT CODIFICATION OF THE ACT AS A CHAPTER WITHIN TITLE 45; 10
AND FOR RELATED PURPOSES. 11
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 12
SECTION 1. This act shall be known and may be cited as the 13
"Purple Angels Law." 14
SECTION 2. As used in this chapter: 15
(a) "Convicted" or "conviction" means a verdict of 16
guilty by a judge or jury or a plea of guilty, including a plea of 17
nolo contendere or a best-interest plea accepted by the court. 18
(b) "Court of conviction" means the court that 19
sentences an offender for a qualifying offense under this chapter. 20

(c) "Domestic abuse victim" means a person who 21
qualifies as a domestic abuse victim under Section 93-21-1, 22
Mississippi Code of 1972, or any successor provision. 23
(d) "Persistent domestic violence offender" means a 24
person who: 25
(i) Has been convicted in this state of an offense 26
committed against a domestic abuse victim; and 27
(ii) Has at least one (1) prior conviction for an 28
offense committed against a domestic abuse victim. 29
(e) "Prior conviction" means a conviction that occurred 30
before the current qualifying offense, regardless of whether the 31
conviction occurred in this state or another jurisdiction, 32
provided that any offense from another jurisdiction would 33
constitute as an offense against a domestic abuse victim under 34
Mississippi law. 35
(f) "Department" means the Department of Public Safety. 36
SECTION 3. (1) There is created within the Mississippi 37
Department of Public Safety a registry of persistent domestic 38
violence offenders. 39
(2) The department shall maintain the registry using 40
information provided by clerks of court pursuant to this chapter 41
and information available from the Mississippi Department of 42
Corrections and local law enforcement agencies. 43
(3) The department shall make the registry available for 44
public inquiry on the internet. 45

SECTION 4. (1) The registry shall include the following 46
information for each persistent domestic violence offender: 47
(a) Name; 48
(b) Date of birth; 49
(c) Date of conviction; 50
(d) County or counties of conviction; and 51
(e) A current photograph. 52
(2) When available, after reasonable inquiry, the clerk of 53
the court of conviction shall provide the department with a copy 54
of the offender's driver's license or other state or federal 55
identification and any additional identifying data the department 56
determines is necessary to accurately identify the offender and 57
exclude innocent persons. 58
(3) The registry made available for public inquiry shall not 59
include the offender's social security number, driver's license 60
number, or any other state or federal identification number. 61
SECTION 5. (1) If a person is convicted of an offense 62
committed against a domestic abuse victim and has at least one (1) 63
prior conviction for an offense committed against a domestic abuse 64
victim, the court of conviction shall, upon proof of the prior 65
conviction, order the defendant to register as a persistent 66
domestic violence offender under this chapter. 67
(2) When a court of conviction orders registration under 68
this chapter, the clerk of the court of conviction shall forward 69
to the department a certified copy of the qualifying conviction 70

and the defendant's date of birth within seven (7) days of the 71
date of conviction. 72
SECTION 6. (1) In addition to any other penalty imposed by 73
law, a defendant required to register under this chapter shall be 74
assessed a registration fee of Two Hundred Fifty Dollars 75
($250.00). 76
(2) The fee shall be paid to the clerk of the court of 77
conviction, who shall: 78
(a) Deposit a sum equal to Fifty Dollars ($50.00) for 79
the purpose of defraying administrative costs associated with 80
processing and transmitting registration information under this 81
chapter; 82
(b) Transfer a sum equal to Fifty Dollars ($50.00) to 83
the Mississippi Department of Public Safety to be retained by the 84
department for the purpose of defraying administrative costs 85
associated with the establishment, maintenance, and enforcement of 86
the registry and implementation of this chapter; and 87
(c) Transfer the remaining balance of the fee of One 88
Hundred Fifty Dollars ($150.00) to the State Department of Health 89
to be deposited into the Domestic Violence Fund, to be used 90
exclusively for domestic violence prevention, intervention, and 91
victim-support services. 92
(3) Funds transferred, deposited and retained under this 93
section shall not revert to the State General Fund at the end of 94
the fiscal year. Any unexpended funds remaining at the close of a 95

fiscal year shall be carried forward for the purposes authorized 96
in this section. 97
SECTION 7. (1) The Department shall remove the name and 98
identifying information of a persistent domestic violence offender 99
from the registry according to the following procedure: 100
(a) Five (5) years after the date of the most recent 101
conviction if the offender has one (1) prior conviction; 102
(b) Seven (7) years after the date of the most recent 103
conviction if the offender has two (2) prior convictions; 104
(c) Ten (10) years after the date of the most recent 105
conviction if the offender has three (3) prior convictions; or 106
(d) Twenty (20) years after the date of the most recent 107
conviction if the offender has four (4) or more prior convictions. 108
(2) If an offender has been convicted of a felony against a 109
domestic violence victim, the offender shall not be removed from 110
the registry. 111
SECTION 8. This chapter applies only to offenses committed 112
on or after July 1, 2026. Prior convictions used to establish 113
eligibility for registration are not required to have occurred on 114
or after July 1, 2026. 115
SECTION 9. Section 1 through 8 of this act shall be codified 116
as a chapter within Title 45, Mississippi Code of 1972. 117
SECTION 10. This act shall take effect and be in force from 118
and after July 1, 2026. 119
