Treasurer, in conjunction with the State Fiscal Officer, shall 34

SECTION 3. On July 1, 2026, the State Treasurer, in 120
conjunction with the State Fiscal Officer, shall transfer the sum 121
of Twenty Million Dollars ($20,000,000.00) from the State BP 122
Settlement Fund (Fund No. 6800100000) to the 2026 Local 123
Improvements Projects Fund created in Section 6 of this act. 124
SECTION 4. On the effective date of this act, the State 125
Treasurer, in conjunction with the State Fiscal Officer, shall 126
transfer the sum of Fourteen Million Seven Hundred Twenty-nine 127
Dollars ($14,729,000.00) from the Gulf Coast Restoration Fund 128
(Fund No. 6802719000) to the Gulf Coast Restoration Revolving Loan 129
Program Fund created in House Bill No. 1648, 2026 Regular Session. 130
SECTION 5. On the effective date of this act, the State 131
Treasurer, in conjunction with the State Fiscal Officer, shall 132

transfer the sum of Four Million Dollars ($4,000,000.00) from Law 133
Enforcement Officers and Fire Fighters Training and Equipment 134
Trust Fund (Fund No. 3371550000) to the Fire Equipment Grant Fund 135
created in Section 4 of House Bill No. 939, 2026 Regular Session. 136
SECTION 6. (1) There is created in the State Treasury a 137
special fund to be designated as the "2026 Local Improvements 138
Projects Fund." The fund shall be maintained by the State 139
Treasurer as a separate and special fund, separate and apart from 140
the General Fund of the state. Monies in the fund shall be 141
disbursed by the Department of Finance and Administration, as 142
provided in Section 4 of Senate Bill No. 2189, 2026 Regular 143
Session subject to appropriation by the Legislature. Unexpended 144
amounts remaining in the fund at the end of a fiscal year shall 145
not lapse into the State General Fund, but any interest earned or 146
investment earnings on amounts in the fund shall be deposited into 147
the State General Fund (Fund No. 2999000000). Any entity that 148
receives monies disbursed from the fund shall deposit earned or 149
investment earnings on amounts of such monies into the State 150
General Fund (Fund No. 2999000000). 151
(2) The Department of Finance and Administration shall file 152
biannual reports in summary form to the Legislative Budget Office 153
on or before the fifteenth day of August and February. At a 154
minimum, the reports shall include the latest status report from 155
each entity that receives monies from this fund, the amount 156

disbursed to each entity, and the target date for project 157
completion. 158
(3) Any state agency, local government entity or any other 159
entity that receives monies from this fund shall file quarterly 160
reports with the Department of Finance and Administration on dates 161
determined by the Department of Finance and Administration. The 162
contents of the report shall be determined by the Department of 163
Finance and Administration but shall include, at a minimum, a 164
status report on the progression of the project and a target date 165
for project completion. The final report shall include an 166
accounting of the remaining balance of funds for which 167
reimbursement will not be sought at project completion. 168
SECTION 7. (1) There is created in the State Treasury a 169
special fund to be designated as the "USM Science Research Fund." 170
The fund shall be maintained by the State Treasurer as a separate 171
and special fund, separate and apart from the General Fund of the 172
state. The fund shall consist of funds made available by the 173
Legislature in any manner and funds from any other source 174
designated for deposit into such fund. Monies in the fund may be 175
expended by the Department of Finance and Administration, upon 176
appropriation by the Legislature, to assist the University of 177
Southern Mississippi with paying costs associated with the design, 178
construction, renovation, repairs, furnishing, equipping, parking 179
lots, lighting and any related infrastructure of the Science and 180
Technology Research Facility to be located next to the Walker 181

Science Center on the Hattiesburg campus. Unexpended amounts 182
remaining in the fund at the end of a fiscal year shall not lapse 183
into the State General Fund, but any interest earned or investment 184
earnings on amounts in the fund shall be deposited into the State 185
General Fund (Fund No. 2999000000). 186
SECTION 8. (1) There is created in the State Treasury a 187
special fund to be designated as the "Cancer Center Fund." The 188
fund shall be maintained by the State Treasurer as a separate and 189
special fund, separate and apart from the General Fund of the 190
state. The fund shall consist of funds made available by the 191
Legislature in any manner and funds from any other source 192
designated for deposit into such fund. Monies in the fund may be 193
expended by the Department of Finance and Administration, upon 194
appropriation by the Legislature, to assist the University of 195
Mississippi Medical Center with paying costs associated with the 196
construction, furnishing, equipping and related infrastructure of 197
a Cancer Center and Research Institute. Unexpended amounts 198
remaining in the fund at the end of a fiscal year shall not lapse 199
into the State General Fund, but any interest earned or investment 200
earnings on amounts in the fund shall be deposited into the State 201
General Fund (Fund No. 2999000000). 202
SECTION 9. (1) There is created in the State Treasury a 203
special fund to be designated as the "Vicksburg National Military 204
Park Fund." The fund shall be maintained by the State Treasurer 205
as a separate and special fund, separate and apart from the 206

General Fund of the state. The fund shall consist of funds made 207
available by the Legislature in any manner and funds from any 208
other source designated for deposit into such fund. Monies in the 209
fund may be expended by the Department of Finance and 210
Administration, upon appropriation by the Legislature, to assist 211
the Department of Archives and History with paying costs 212
associated with the design, construction, renovation, repairs, 213
furnishing, equipping, parking lots, lighting and any related 214
infrastructure of the Vicksburg Civil War Visitor Center at the 215
Vicksburg National Military Park and/or the Vicksburg Civil War 216
Interpretive Center. Unexpended amounts remaining in the fund at 217
the end of a fiscal year shall not lapse into the State General 218
Fund, but any interest earned or investment earnings on amounts in 219
the fund shall be deposited into the State General Fund (Fund No. 220
2999000000). 221
SECTION 10. (1) There is created in the State Treasury a 222
special fund to be designated as the "Mississippi Cybersecurity 223
Center Fund." The fund shall be maintained by the State Treasurer 224
as a separate and special fund, separate and apart from the 225
General Fund of the state. The fund shall consist of funds made 226
available by the Legislature in any manner and funds from any 227
other source designated for deposit into such fund. Monies in the 228
fund may be expended by the Department of Finance and 229
Administration, upon appropriation by the Legislature, to assist 230
Mississippi State University Research and Technology Corporation 231

with paying costs associated with the funding for the Mississippi 232
Cyber Center at Mississippi Gulf Coast Community College. 233
Unexpended amounts remaining in the fund at the end of a fiscal 234
year shall not lapse into the State General Fund, but any interest 235
earned or investment earnings on amounts in the fund shall be 236
deposited into the State General Fund (Fund No. 2999000000). 237
SECTION 11. This act shall take effect and be in force from 238
and after its passage. 239
