AN ACT MAKING AN APPROPRIATION FOR EXPENSES OF THE EXECUTIVE 1
DEPARTMENT, BEING THE GOVERNOR'S OFFICE AND STAFF, AND FOR 2
EXPENSES INCIDENTAL TO THE PROPER OPERATION OF THE GOVERNOR'S 3
MANSION AND RESIDENCE OF THE GOVERNOR FOR FISCAL YEAR 2027. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 5
SECTION 1. The following sum, or so much thereof as may be 6
necessary, is hereby appropriated out of any money in the State 7
General Fund not otherwise appropriated, for expenses of the 8
Executive Department, being the Governor's Office and staff, and 9
for expenses incidental to the proper operation of the Governor's 10
Mansion and residence of the Governor for the fiscal year 11
beginning July 1, 2026, and ending June 30, 2027.................. 12

SECTION 2. The following sum, or so much thereof as may be 14
necessary, is hereby appropriated out of any money in Special 15
Funds in the State Treasury to the credit of the Governor's Office 16
for the purpose of defraying the expenses incurred by the 17
Executive Department, being the Governor's Office and staff, for 18
the fiscal year beginning July 1, 2026, and ending June 30, 2027 19

SECTION 3. Of the funds appropriated under the provisions of 21
Sections 1 and 2 of this act, the following positions are 22
authorized: 23
AUTHORIZED HEADCOUNT: 24
Permanent: 39 25
Time-Limited: 7 26
Any escalations shall be made in accordance with the terms, 27
conditions, and procedures established by law. 28
No general funds authorized to be expended herein shall be 29
used to replace federal funds and/or other special funds which are 30
being used for salaries authorized under the provisions of this 31
act and which are withdrawn and no longer available. 32
SECTION 4. It is the intention of the Legislature that 33
whenever two (2) or more bids are received by this agency for the 34
purchase of commodities or equipment, and whenever all things 35
stated in such received bids are equal with respect to price, 36
quality and service, the Mississippi Industries for the Blind 37
shall be given preference. A similar preference shall be given to 38
the Mississippi Industries for the Blind whenever purchases are 39
made without competitive bids. 40
SECTION 5. It is the intention of the Legislature that the 41
Executive Department shall maintain complete accounting and 42
personnel records related to the expenditure of all funds 43
appropriated under this act and that such records shall be in the 44

same format and level of detail as maintained for Fiscal Year 45
2026. It is further the intention of the Legislature that the 46
agency's budget request for Fiscal Year 2028 shall be submitted to 47
the Joint Legislative Budget Committee in a format and level of 48
detail comparable to the format and level of detail provided 49
during the Fiscal Year 2027 budget request process. 50
SECTION 6. The money herein appropriated shall be paid by 51
the State Treasurer out of any money in the State Treasury to the 52
credit of the proper fund or funds as set forth in this act, upon 53
warrants issued by the State Fiscal Officer; and the State Fiscal 54
Officer shall issue his warrants upon requisitions signed by the 55
proper person, officer or officers, in the manner provided by law. 56
SECTION 7. This act shall take effect and be in force from 57
and after July 1, 2026. 58
