AN ACT MAKING AN APPROPRIATION FOR THE SUPPORT AND 1
MAINTENANCE OF THE ALCORN STATE UNIVERSITY AGRICULTURAL RESEARCH, 2
EXTENSION AND LAND-GRANT PROGRAMS FOR FISCAL YEAR 2027. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
SECTION 1. The following sum, or so much thereof as may be 5
necessary, is hereby appropriated out of any money in the State 6
General Fund not otherwise appropriated, for the support and 7
maintenance of the Alcorn State University Agricultural Research, 8
Extension, and Land-Grant Programs for the fiscal year beginning 9
July 1, 2026, and ending June 30, 2027......... $ 8,161,869.00. 10
SECTION 2. The following sum, or so much thereof as may be 11
necessary, is hereby authorized for expenditure out of any special 12
source funds which are collected by or otherwise become available, 13
for the support and maintenance of the Alcorn State University 14
Agricultural Research, Extension, and Land-Grant Programs for the 15
fiscal year beginning July 1, 2026, and ending June 30, 2027...... 16

SECTION 3. Of the funds appropriated in Section 2 of this 18
act, Four Hundred Thirty-six Thousand Six Hundred Forty Dollars 19
($436,640.00) shall be derived from funds in the Education 20
Enhancement Fund deposited pursuant to Sections 27-65-75 and 21
27-67-31, Mississippi Code of 1972, and allocated in a matter as 22
determined by the Treasurer's Office. These funds are provided 23
for the following: 24
(a) Agency Operations........................ $ 271,640.00. 25
(b) Poultry Sciences Academic Research 26
Center............................................. $ 165,000.00. 27
SECTION 4. Of the funds appropriated in Section 1 of this 28
act, Three Hundred Thousand Dollars ($300,000.00) is provided for 29
the Poultry Sciences Academic Research Center. 30
SECTION 5. Of the funds appropriated in Section 1 of this 31
act, Seven Hundred Fifteen Thousand Dollars ($715,000.00) is 32
provided for Agricultural Research and Extension, including 33
poultry science, animal science, and environmental science 34
programs. 35
SECTION 6. No general funds authorized to be expended herein 36
shall be used to replace federal funds and/or other special funds 37
which are being used for salaries which are withdrawn and no 38
longer available. 39
SECTION 7. It is the intention of the Legislature that the 40
agency's budget request for Fiscal Year 2028 shall be submitted to 41
the Joint Legislative Budget Committee in a format and level of 42

detail comparable to the format and level of detail provided 43
during the Fiscal Year 2027 budget request process. 44
SECTION 8. It is the intention of the Legislature that 45
whenever two (2) or more bids are received by this agency for the 46
purchase of commodities or equipment, and whenever all things 47
stated in such received bids are equal with respect to price, 48
quality and service, the Mississippi Industries for the Blind 49
shall be given preference. A similar preference shall be given to 50
the Mississippi Industries for the Blind whenever purchases are 51
made without competitive bids. 52
SECTION 9. It is the intention of the Legislature that the 53
funds herein appropriated shall be expended in compliance with 54
Section 27-104-25, Mississippi Code of 1972, that no state agency 55
shall incur obligations or indebtedness in excess of their 56
appropriation and that the responsible officers, either personally 57
or upon their official bonds, shall be held responsible for 58
actions contrary to this provision. 59
SECTION 10. Of the funds appropriated in Section 3 of this 60
act, One Hundred One Thousand Six Hundred Forty Dollars 61
($101,640.00), or so much thereof as may be necessary, shall be 62
derived out of any money in the State Treasury to the credit of 63
the Education Enhancement Fund and deposited pursuant to Sections 64
27-65-75 and 27-67-31, Mississippi Code of 1972. These funds are 65
provided for the equivalent of a Two Thousand Dollar ($2,000.00) 66
salary increase for all professors and adjunct professors at the 67

Alcorn State University Agricultural Research, Extension, and 68
Land-Grant Programs, at the discretion of the Institutional 69
Executive Officer. 70
SECTION 11. The money herein appropriated shall be paid by 71
the State Treasurer out of any money in the State Treasury to the 72
credit of the proper fund or funds as set forth in this act, upon 73
warrants issued by the State Fiscal Officer; and the State Fiscal 74
Officer shall issue his warrants upon requisitions signed by the 75
proper person, officer or officers in the manner provided by law. 76
SECTION 12. This act shall take effect and be in force from 77
and after July 1, 2026. 78
