AN ACT MAKING AN APPROPRIATION FOR THE SUPPORT AND 1
MAINTENANCE OF THE MISSISSIPPI AGRICULTURAL AND FORESTRY 2
EXPERIMENT STATION FOR FISCAL YEAR 2027. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
SECTION 1. The following sum, or so much thereof as may be 5
necessary, is hereby appropriated out of any money in the State 6
General Fund not otherwise appropriated, for the support and 7
maintenance of the Mississippi Agricultural and Forestry 8
Experiment Station for the fiscal year beginning July 1, 2026, and 9
ending June 30, 2027........................... $ 25,686,902.00. 10
SECTION 2. The following sum, or so much thereof as may be 11
necessary, is hereby authorized for expenditure out of any special 12
source funds which are collected by or otherwise become available 13
for the purpose of defraying the expenses of the Mississippi 14
Agricultural and Forestry Experiment Station for the fiscal year 15
beginning July 1, 2026, and ending June 30, 2027.................. 16

SECTION 3. Of the funds appropriated in Section 2 of this 18
act, One Million Seven Hundred Fifteen Thousand Nine Hundred Four 19
Dollars ($1,715,904.00) shall be derived from the Education 20
Enhancement Fund from funds deposited pursuant to Sections 21
27-65-75 and 27-67-31, Mississippi Code of 1972. 22
SECTION 4. No general funds authorized to be expended herein 23
shall be used to replace federal funds and/or other special funds 24
which are being used for salaries authorized under the provisions 25
of this act and which are withdrawn and no longer available. 26
SECTION 5. It is the intention of the Legislature that if 27
the funds appropriated in Section 1 of this act are used directly 28
or indirectly to match or otherwise secure any federal grants, 29
research grants or donations, such special source funds not 30
classified as current restricted funds shall be added and 31
accounted for under Section 2 of this act. Further, it is the 32
intention of the Legislature that all such aforementioned special 33
source funds be included in all reports and requests for the 2027 34
Regular Session of the Mississippi Legislature. 35
SECTION 6. It is the intention of the Legislature that the 36
agency's budget request for Fiscal Year 2028 shall be submitted to 37
the Joint Legislative Budget Committee in a format and level of 38
detail comparable to the format and level of detail provided 39
during the Fiscal Year 2027 budget request process. 40
SECTION 7. In compliance with the "Mississippi Performance 41
Budget and Strategic Planning Act of 1994," it is the intent of 42

the Legislature that the funds provided herein shall be utilized 43
in the most efficient and effective manner possible to achieve the 44
intended mission of this agency. Based on the funding authorized, 45
this agency shall make every effort to attain the targeted 46
performance measures provided below: 47

agency's budget request submitted to the Joint Legislative Budget 67
Committee for Fiscal Year 2028. 68
SECTION 8. It is the intention of the Legislature that 69
whenever two (2) or more bids are received by this agency for the 70
purchase of commodities or equipment, and whenever all things 71
stated in such received bids are equal with respect to price, 72
quality and service, the Mississippi Industries for the Blind 73
shall be given preference. A similar preference shall be given to 74
the Mississippi Industries for the Blind whenever purchases are 75
made without competitive bids. 76
SECTION 9. It is the intention of the Legislature that the 77
funds herein appropriated shall be expended in compliance with 78
Section 27-104-25, Mississippi Code of 1972, that no state agency 79
shall incur obligations or indebtedness in excess of their 80
appropriation and that the responsible officers, either personally 81
or upon their official bonds, shall be held responsible for 82
actions contrary to this provision. 83
SECTION 10. Of the funds appropriated in Section 3 of this 84
act, Three Hundred Sixty-five Thousand Nine Hundred Four Dollars 85
($365,904.00), or so much thereof as may be necessary, shall be 86
derived out of any money in the State Treasury to the credit of 87
the Education Enhancement Fund and deposited pursuant to Sections 88
27-65-75 and 27-67-31, Mississippi Code of 1972. These funds are 89
provided for the equivalent of a Two Thousand Dollar ($2,000.00) 90
salary increase for all professors and adjunct professors at the 91

Institutional Executive Officer. 94
SECTION 11. The money herein appropriated shall be paid by 95
the State Treasurer out of any money in the State Treasury to the 96
credit of the proper fund or funds as set forth in this act, upon 97
warrants issued by the State Fiscal Officer; and the State Fiscal 98
Officer shall issue his warrants upon requisitions signed by the 99
proper person, officer or officers in the manner provided by law. 100
SECTION 12. This act shall take effect and be in force from 101
and after July 1, 2026. 102
