AN ACT MAKING AN APPROPRIATION FOR THE SUPPORT AND 1
MAINTENANCE OF THE MISSISSIPPI COOPERATIVE EXTENSION SERVICE FOR 2
FISCAL YEAR 2027. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
SECTION 1. The following sum, or so much thereof as may be 5
necessary, is hereby appropriated out of any money in the State 6
General Fund not otherwise appropriated, for the support and 7
maintenance of the Mississippi Cooperative Extension Service for 8
the fiscal year beginning July 1, 2026, and ending 9
June 30, 2027.................................. $ 34,365,575.00. 10
SECTION 2. The following sum, or so much thereof as may be 11
necessary, is hereby authorized for expenditure out of any special 12
source funds which are collected by or otherwise become available 13
for the purpose of defraying the expenses of the Mississippi 14
Cooperative Extension Service for the fiscal year beginning 15
July 1, 2026, and ending June 30, 2027......... $ 18,749,577.00. 16
SECTION 3. Of the funds appropriated in Section 2 of this 17
act, One Million Three Hundred Ninety-one Thousand Three Hundred 18

Ninety-five Dollars ($1,391,395.00) shall be derived from the 19
Education Enhancement Fund from funds deposited pursuant to 20
Sections 27-65-75 and 27-67-31, Mississippi Code of 1972. 21
SECTION 4. No general funds authorized to be expended herein 22
shall be used to replace federal funds and/or other special funds 23
which are being used for salaries authorized under the provisions 24
of this act and which are withdrawn and no longer available. 25
SECTION 5. It is the intention of the Legislature that the 26
Mississippi Cooperative Extension Service provide programs in the 27
emphasis areas of Agriculture, Family and Consumer Education, 28
Natural Resources and Environment, 4-H, and Business and Community 29
Development in each county. 30
SECTION 6. No part of the funds appropriated or authorized 31
to be expended hereby shall be spent directly or indirectly for 32
payment of attorneys' fees for the services of any attorney who 33
was not employed by the Mississippi Cooperative Extension Service 34
pursuant to the express authorization of the Board of Trustees of 35
State Institutions of Higher Learning prior to performance of such 36
legal services. 37
SECTION 7. It is the intention of the Legislature that the 38
agency's budget request for Fiscal Year 2028 shall be submitted to 39
the Joint Legislative Budget Committee in a format and level of 40
detail comparable to the format and level of detail provided 41
during the Fiscal Year 2027 budget request process. 42

SECTION 8. It is the intention of the Legislature that if 43
the funds appropriated in Section 1 of this act are used directly 44
or indirectly to match or otherwise secure any federal grants, 45
research grants or donations, such special source funds not 46
classified as current restricted funds shall be added and 47
accounted for under Section 2 of this act. Further, it is the 48
intention of the Legislature that all such aforementioned special 49
source funds be included in all reports and requests for the 2026 50
Regular Session of the Mississippi Legislature. 51
SECTION 9. In compliance with the "Mississippi Performance 52
Budget and Strategic Planning Act of 1994," it is the intent of 53
the Legislature that the funds provided herein shall be utilized 54
in the most efficient and effective manner possible to achieve the 55
intended mission of this agency. Based on the funding authorized, 56
this agency shall make every effort to attain the targeted 57
performance measures provided below: 58

A reporting of the degree to which the performance targets 82
set above have been or are being achieved shall be provided in the 83
agency's budget request submitted to the Joint Legislative Budget 84
Committee for Fiscal Year 2028. 85
SECTION 10. It is the intention of the Legislature that 86
whenever two (2) or more bids are received by this agency for the 87
purchase of commodities or equipment, and whenever all things 88
stated in such received bids are equal with respect to price, 89
quality and service, the Mississippi Industries for the Blind 90
shall be given preference. A similar preference shall be given to 91

the Mississippi Industries for the Blind whenever purchases are 92
made without competitive bids. 93
SECTION 11. It is the intention of the Legislature that the 94
funds herein appropriated shall be expended in compliance with 95
Section 27-104-25, Mississippi Code of 1972, that no state agency 96
shall incur obligations or indebtedness in excess of their 97
appropriation and that the responsible officers, either personally 98
or upon their official bonds, shall be held responsible for 99
actions contrary to this provision. 100
SECTION 12. Of the funds appropriated in Section 3 of this 101
act, Two Hundred Forty-one Thousand Three Hundred Ninety-five 102
Dollars ($241,395.00), or so much thereof as may be necessary, 103
shall be derived out of any money in the State Treasury to the 104
credit of the Education Enhancement Fund and deposited pursuant to 105
Sections 27-65-75 and 27-67-31, Mississippi Code of 1972. These 106
funds are provided for the equivalent of a Two Thousand Dollar 107
($2,000.00) salary increase for all professors and adjunct 108
professors at the Mississippi Cooperative Extension Service at 109
Mississippi State University, at the discretion of the 110
Institutional Executive Officer. 111
SECTION 13. The money herein appropriated shall be paid by 112
the State Treasurer out of any money in the State Treasury to the 113
credit of the proper fund or funds as set forth in this act, upon 114
warrants issued by the State Fiscal Officer; and the State Fiscal 115

Officer shall issue his warrants upon requisitions signed by the 116
proper person, officer or officers in the manner provided by law. 117
SECTION 14. This act shall take effect and be in force from 118
and after July 1, 2026. 119
