AN ACT MAKING AN APPROPRIATION FOR THE PURPOSE OF DEFRAYING 1
THE EXPENSES INCURRED IN THE MAINTENANCE AND OPERATION OF THE 2
FOREST AND WILDLIFE RESEARCH CENTER FOR FISCAL YEAR 2027. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
SECTION 1. The following sum, or so much thereof as may be 5
necessary, is hereby appropriated out of any money in the State 6
General Fund not otherwise appropriated, to the Board of Trustees 7
of State Institutions of Higher Learning for the purpose of paying 8
the expenses incurred in the operation and maintenance of the 9
Forest and Wildlife Research Center, for the fiscal year beginning 10
July 1, 2026, and ending June 30, 2027......... $ 6,482,062.00. 11
SECTION 2. The following sum, or so much thereof as may be 12
necessary, is hereby authorized for expenditure out of any special 13
source funds which are collected by or otherwise become available 14
for the purpose of defraying the expenses of the Forest and 15
Wildlife Research Center, for the fiscal year beginning 16
July 1, 2026, and ending June 30, 2027......... $ 1,487,504.00. 17

SECTION 3. Of the funds appropriated in Section 2 of this 18
act, Five Hundred Sixty-one Thousand Eight Hundred Four Dollars 19
($561,804.00) shall be derived from the Education Enhancement Fund 20
from funds deposited pursuant to Sections 27-65-75 and 27-67-31, 21
Mississippi Code of 1972. 22
SECTION 4. No general funds authorized to be expended herein 23
shall be used to replace federal funds and/or other special funds 24
which are being used for salaries authorized under the provisions 25
of this act and which are withdrawn and no longer available. 26
SECTION 5. It is the intention of the Legislature that if 27
the funds appropriated in Section 1 of this act are used directly 28
or indirectly to match or otherwise secure any federal grants, 29
research grants or donations, such special source funds not 30
classified as restricted funds shall be added and accounted for 31
under Section 2 of this act. Further, it is the intention of the 32
Legislature that all such aforementioned special source funds be 33
included in all reports and requests for the 2027 Regular Session 34
of the Mississippi Legislature. 35
SECTION 6. It is the intention of the Legislature that the 36
agency's budget request for Fiscal Year 2028 shall be submitted to 37
the Joint Legislative Budget Committee in a format and level of 38
detail comparable to the format and level of detail provided 39
during the Fiscal Year 2027 budget request process. 40
SECTION 7. It is the intention of the Legislature that 41
whenever two (2) or more bids are received by this agency for the 42

purchase of commodities or equipment, and whenever all things 43
stated in such received bids are equal with respect to price, 44
quality and service, the Mississippi Industries for the Blind 45
shall be given preference. A similar preference shall be given to 46
the Mississippi Industries for the Blind whenever purchases are 47
made without competitive bids. 48
SECTION 8. It is the intention of the Legislature that the 49
funds herein appropriated shall be expended in compliance with 50
Section 27-104-25, Mississippi Code of 1972, that no state agency 51
shall incur obligations or indebtedness in excess of their 52
appropriation and that the responsible officers, either personally 53
or upon their official bonds, shall be held responsible for 54
actions contrary to this provision. 55
SECTION 9. Of the funds appropriated in Section 3 of this 56
act, One Hundred Eleven Thousand Eight Hundred Four Dollars 57
($111,804.00), or so much thereof as may be necessary, shall be 58
derived out of any money in the State Treasury to the credit of 59
the Education Enhancement Fund and deposited pursuant to Sections 60
27-65-75 and 27-67-31, Mississippi Code of 1972. These funds are 61
provided for the equivalent of a Two Thousand Dollar ($2,000.00) 62
salary increase for all professors and adjunct professors at the 63
Forest and Wildlife Research Center at Mississippi State 64
University, at the discretion of the Institutional Executive 65
Officer. 66

SECTION 10. The money herein appropriated shall be paid by 67
the State Treasurer out of any money in the State Treasury to the 68
credit of the proper fund or funds as set forth in this act, upon 69
warrants issued by the State Fiscal Officer; and the State Fiscal 70
Officer shall issue his warrants upon requisitions signed by the 71
proper person, officer or officers in the manner provided by law. 72
SECTION 11. This act shall take effect and be in force from 73
and after July 1, 2026. 74
