AN ACT MAKING AN APPROPRIATION TO THE BOARD OF TRUSTEES OF 1
STATE INSTITUTIONS OF HIGHER LEARNING FOR THE COLLEGE OF 2
VETERINARY MEDICINE AT MISSISSIPPI STATE UNIVERSITY FOR FISCAL 3
YEAR 2027. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 5
SECTION 1. The following sum, or so much thereof as may be 6
necessary, is hereby appropriated out of any funds in the State 7
General Fund not otherwise appropriated, to the Board of Trustees 8
of State Institutions of Higher Learning to be used for the 9
operation of the College of Veterinary Medicine at Mississippi 10
State University, for the fiscal year beginning July 1, 2026, and 11
ending June 30, 2027........................... $ 21,366,792.00. 12
SECTION 2. The following sum, or so much thereof as may be 13
necessary, is hereby authorized for expenditure out of any special 14
source funds which are collected by or otherwise become available 15
for the purpose of defraying the expenses of the College of 16
Veterinary Medicine at Mississippi State University, for the 17
fiscal year beginning July 1, 2026, and ending June 30, 2027...... 18

SECTION 3. Of the funds appropriated in Section 2 of this 20
act, One Million Fifty-two Thousand Three Hundred Seventy-nine 21
Dollars ($1,052,379.00) shall be derived from the Education 22
Enhancement Fund from funds deposited pursuant to Sections 23
27-65-75 and 27-67-31, Mississippi Code of 1972. 24
SECTION 4. No general funds authorized to be expended herein 25
shall be used to replace federal funds and/or other special funds 26
which are being used for salaries authorized under the provisions 27
of this act and which are withdrawn and no longer available. 28
SECTION 5. It is the intention of the Legislature that the 29
agency's budget request for Fiscal Year 2028 shall be submitted to 30
the Joint Legislative Budget Committee in a format and level of 31
detail comparable to the format and level of detail provided 32
during the Fiscal Year 2027 budget request process. 33
SECTION 6. In compliance with the "Mississippi Performance 34
Budget and Strategic Planning Act of 1994," it is the intent of 35
the Legislature that the funds provided herein shall be utilized 36
in the most efficient and effective manner possible to achieve the 37
intended mission of this agency. Based on the funding authorized, 38
this agency shall make every effort to attain the targeted 39
performance measures provided below: 40

A reporting of the degree to which the performance targets 76
set above have been or are being achieved shall be provided in the 77
agency's budget request submitted to the Joint Legislative Budget 78
Committee for Fiscal Year 2028. 79
SECTION 7. Of the funds appropriated in Section 1 of this 80
act, the amount of One Hundred Twenty-five Thousand Dollars 81
($125,000.00) shall be used for the purpose of testing, 82
programming, and personnel-related expenses for Chronic Waste 83
Disease. 84
SECTION 8. It is the intention of the Legislature that 85
whenever two (2) or more bids are received by this agency for the 86
purchase of commodities or equipment, and whenever all things 87
stated in such received bids are equal with respect to price, 88
quality and service, the Mississippi Industries for the Blind 89
shall be given preference. A similar preference shall be given to 90
the Mississippi Industries for the Blind whenever purchases are 91
made without competitive bids. 92
SECTION 9. It is the intention of the Legislature that the 93
funds herein appropriated shall be expended in compliance with 94

Section 27-104-25, Mississippi Code of 1972, that no state agency 95
shall incur obligations or indebtedness in excess of their 96
appropriation and that the responsible officers, either personally 97
or upon their official bonds, shall be held responsible for 98
actions contrary to this provision. 99
SECTION 10. Of the funds appropriated in Section 1 of this 100
act, One Hundred Eighty Thousand Dollars ($180,000.00) is hereby 101
provided for scholarships for the Dr. Elton Mac Huddleston Rural 102
Veterinarians Scholarship Program as prescribed in Section 103
37-113-71, Mississippi Code of 1972. 104
SECTION 11. Of the funds in Section 2 of this act, Sixteen 105
Million Four Hundred Fifty-six Thousand Nine Hundred Eighty-three 106
Dollars ($16,456,983.00) is provided from the Mississippi State 107
University Veterinary School Fund as created in Section 37-113-55, 108
Mississippi Code of 1972, for the purpose of paying costs 109
associated with the design, construction, renovation, repairs, and 110
equipping of the Wise Center. 111
SECTION 12. Of the funds appropriated in Section 3 of this 112
act, Three Hundred Two Thousand Three Hundred Seventy-nine Dollars 113
($302,379.00), or so much thereof as may be necessary, shall be 114
derived out of any money in the State Treasury to the credit of 115
the Education Enhancement Fund and deposited pursuant to Sections 116
27-65-75 and 27-67-31, Mississippi Code of 1972. These funds are 117
provided for the equivalent of a Two Thousand Dollar ($2,000.00) 118
salary increase for all professors and adjunct professors at the 119

College of Veterinary Medicine at Mississippi State University, at 120
the discretion of the Institutional Executive Officer. 121
SECTION 13. The money herein appropriated shall be paid by 122
the State Treasurer out of any money in the State Treasury to the 123
credit of the proper fund or funds as set forth in this act, upon 124
warrants issued by the State Fiscal Officer; and the State Fiscal 125
Officer shall issue his warrants upon requisitions signed by the 126
proper person, officer or officers in the manner provided by law. 127
SECTION 14. This act shall take effect and be in force from 128
and after July 1, 2026. 129
