AN ACT MAKING AN APPROPRIATION FOR THE PURPOSE OF DEFRAYING 1
THE EXPENSES OF THE UNIVERSITY OF MISSISSIPPI MEDICAL CENTER FOR 2
FISCAL YEAR 2027. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
SECTION 1. The following sum, or so much thereof as may be 5
necessary, is hereby appropriated out of any money in the State 6
General Fund not otherwise appropriated, for the purpose of 7
defraying the expenses of the University of Mississippi Medical 8
Center for the fiscal year beginning July 1, 2026, and ending 9
June 30, 2027.................................. $ 190,004,192.00. 10
SECTION 2. The following sum of money, or so much thereof as 11
may be necessary, is hereby authorized and approved for 12
expenditure out of the proceeds derived from patient fees, student 13
fees or any other special source funds which are collected by or 14
otherwise become available, for the support and maintenance of the 15
University of Mississippi Medical Center for the fiscal year 16
beginning July 1, 2026, and ending June 30, 2027.................. 17

SECTION 3. With the funds appropriated and authorized for 19
expenditure under the provisions of Sections 1 and 2 of this act, 20
the University of Mississippi Medical Center shall maintain the 21
School of Medicine, the School of Dentistry, the School of 22
Nursing, the School of Health Related Professions, the School of 23
Population Health, the Teaching Hospital and the Medical Center 24
Service Area. The University of Mississippi Medical Center shall 25
prepare and make available to the Legislature an accounting of 26
expenditures for each of the divisions listed in this section at 27
the beginning of the legislative session. 28
SECTION 4. Due to critical nurse shortages and staffing, it 29
is the intention of the Legislature to enhance recognition of 30
excellence and expand the experience factor in attracting 31
qualified registered nurses. 32
SECTION 5. Of the funds appropriated in Section 1 of this 33
act, and the funds authorized to be expended in Section 2 of this 34
act, none may be used to provide medical services on behalf of any 35
state agency, institution or political subdivision, except to the 36
extent that such agency, institution or political subdivision 37
reimburses the hospital for the cost of the services provided. 38
Upon the rendering of medical services to any such agency, 39
institution or political subdivision, the hospital shall issue an 40
invoice for the charges which shall be paid within ninety (90) 41
days. In the event that payment is not made within ninety (90) 42
days, the hospital shall discontinue providing services to that 43

agency, institution or political subdivision until all outstanding 44
charges have been paid. 45
SECTION 6. Any funds appropriated pursuant to this act and 46
paid as a fee to or deposited in a financial institution shall be 47
in compliance with Section 109 of the Constitution of the State of 48
Mississippi and Section 25-4-105, Mississippi Code of 1972. 49
SECTION 7. It is the intention of the Legislature that the 50
University of Mississippi Medical Center's budget request for 51
Fiscal Year 2028 shall be submitted to the Joint Legislative 52
Budget Committee in a format and level of detail comparable to the 53
format and level of detail provided during the Fiscal Year 2027 54
budget request process. 55
SECTION 8. Of the funds appropriated in Section 2 of this 56
act, the following sums, or so much of those sums as may be 57
necessary, are derived out of any money in the State Treasury to 58
the credit of the Education Enhancement Fund pursuant to Sections 59
27-65-75 and 27-67-31, Mississippi Code of 1972, as follows: 60
(a) Education activities or scholarships $ 6,888,029.00. 61
(b) Rural Physicians Scholarship Program $ 340,000.00. 62
(c) Rural Dentists Scholarship Program $ 105,000.00. 63
TOTAL............... $ 7,333,029.00. 64
SECTION 9. Of the funds appropriated under the provisions of 65
Section 2 of this act, Two Million Three Hundred Eighty Thousand 66
Four Hundred Thirty-one Dollars ($2,380,431.00) shall be derived 67
from the Health Care Expendable Fund created in Section 43-13-407, 68

Mississippi Code of 1972, for the support and maintenance of the 69
University of Mississippi Medical Center. 70
SECTION 10. Of the funds appropriated under the provisions 71
of Sections 1 and 2 of this act, the sum of Four Hundred Twenty 72
Thousand Dollars ($420,000.00) is hereby provided for scholarships 73
for the Rural Dentists Scholarship Program as described in Section 74
37-146-1, Mississippi Code of 1972. 75
SECTION 11. Of the funds appropriated in Sections 1 and 2 of 76
this act, Two Million One Hundred Seventy Thousand Dollars 77
($2,170,000.00) is hereby provided for scholarships for the Rural 78
Physicians Scholarship Program as described in Section 37-141-1, 79
Mississippi Code of 1972. Of this amount, Thirty-five Thousand 80
Dollars ($35,000.00) is provided for a Psychiatrist Scholarship as 81
described in Section 37-144-3, Mississippi Code of 1972. 82
SECTION 12. Of the funds appropriated in Sections 1 and 2 of 83
this act, Two Hundred Eighty Thousand Eight Hundred Forty-eight 84
Dollars ($280,848.00) is provided for the administration of the 85
Rural Physicians Scholarship Program and the Rural Dentists 86
Scholarship Program. 87
SECTION 13. It is the intention of the Legislature that 88
whenever two (2) or more bids are received by this agency for the 89
purchase of commodities or equipment, and whenever all things 90
stated in such received bids are equal with respect to price, 91
quality and service, the Mississippi Industries for the Blind 92
shall be given preference. A similar preference shall be given to 93

the Mississippi Industries for the Blind whenever purchases are 94
made without competitive bids. 95
SECTION 14. Of the funds appropriated under the provisions 96
of Sections 1 and 2 of this act, Four Million Seven Hundred Fifty 97
Thousand Dollars ($4,750,000.00) shall be derived from the State 98
General Fund and Four Million Two Hundred Fifty Thousand Dollars 99
($4,250,000.00) shall be derived from any special source funds 100
collected by or otherwise become available for the support and 101
maintenance of the University of Mississippi Medical Center for 102
the University of Mississippi Medical Center Cancer Institute. 103
SECTION 15. Of the funds appropriated in Section 2 of this 104
act, Five Hundred Ninety-five Thousand Dollars ($595,000.00) is 105
hereby appropriated for A Comprehensive Tobacco (ACT) Center at 106
the University of Mississippi Medical Center. 107
SECTION 16. None of the funds appropriated and/or authorized 108
for expenditure under this act shall be used for research that 109
kills or destroys an existing human embryo. 110
SECTION 17. Of the funds appropriated under the provisions 111
of Section 1 of this act, One Million Three Hundred Forty-nine 112
Thousand Nine Hundred Ninety-eight Dollars ($1,349,998.00) shall 113
be provided from General Funds and shall be provided to the Center 114
of Excellence at the Blair E. Batson Hospital for Children for the 115
care of abused and neglected children, and expended to improve, 116
enlarge and/or construct the physical facilities of the Children's 117
Safe Center and for support and maintenance of the center. 118

SECTION 18. It is the intention of the Legislature that the 119
funds herein appropriated shall be expended in compliance with 120
Section 27-104-25, Mississippi Code of 1972, that no state agency 121
shall incur obligations or indebtedness in excess of their 122
appropriation and that the responsible officers, either personally 123
or upon their official bonds, shall be held responsible for 124
actions contrary to this provision. 125
SECTION 19. Of the funds appropriated under the provisions 126
of Section 1 of this act, Three Million Dollars ($3,000,000.00) 127
shall be provided to the MIND Center at the University of 128
Mississippi Medical Center. 129
SECTION 20. It is the intention of the Legislature that any 130
cash balances at the Children's Safe Center, and the MIND Center 131
shall only be spent in support of those divisions. 132
SECTION 21. Of the funds appropriated in Section 1 of this 133
act, One Million Two Hundred Thousand Dollars ($1,200,000.00) 134
shall be provided for the Child Health and Developmental Promotion 135
(CHDP) Fellowship Program. 136
SECTION 22. The following sum, or so much thereof as may be 137
necessary, is reappropriated out of any money in the Capital 138
Expense Fund not otherwise appropriated, for the University of 139
Mississippi Medical Center for the purpose of reauthorizing the 140
expenditure of Capital Expense Funds for the Asylum Hill Project, 141
as authorized in SB 2009, 2025 First Extraordinary Session, for 142
the fiscal year beginning July 1, 2026, and ending June 30, 2027.. 143

Notwithstanding the amount reappropriated under this section, 145
the amount that may be expended under the authority of this 146
section shall not exceed the unexpended balance of the funds 147
remaining as of June 30, 2026, from the amount authorized for the 148
previous fiscal year. In addition, this reappropriation shall not 149
change the purpose for which the funds were originally authorized. 150
SECTION 23. The following sum, or so much thereof as may be 151
necessary, is reappropriated out of any money in the Capital 152
Expense Fund not otherwise appropriated for the University of 153
Mississippi Medical Center for the purpose of reauthorizing the 154
expenditure of Capital Expense Fund, as appropriated in SB 2009, 155
2025 First Extraordinary Session, for the operations and support 156
of the Mississippi Rare Disease Advisory Council created in 157
Section 41-145-3, Mississippi Code of 1972, for the fiscal year 158
beginning July 1, 2026, and ending June 30, 2027... $ 79,566.00. 159
Notwithstanding the amount reappropriated under this section, 160
the amount that may be expended under the authority of this 161
section shall not exceed the unexpended balance of the funds 162
remaining as of June 30, 2026, from the amount authorized for the 163
previous fiscal year. In addition, this reappropriation shall not 164
change the purpose for which the funds were originally authorized. 165
SECTION 24. Of the funds appropriated in Section 2 of this 166
act, Three Million Sixty-one Thousand Nine Hundred Five Dollars 167
($3,061,905.00), shall be derived from funds in the Education 168

Enhancement Fund deposited pursuant to Sections 27-65-75 and 169
27-67-31, Mississippi Code of 1972, and allocated in a manner as 170
determined by the Treasurer's Office. These funds are provided 171
for the equivalent of a Two Thousand Dollar ($2,000.00) salary 172
increase for all professors and adjunct professors at the 173
University of Mississippi Medical Center, at the discretion of the 174
Vice Chancellor for Health Affairs. 175
SECTION 25. Of the funds appropriated under the provisions 176
of Section 2, Five Million Dollars ($5,000,000.00), or so much 177
thereof, shall be derived out of any money in the State Treasury 178
to the credit of the Education Enhancement Fund and deposited 179
pursuant to Sections 27-65-75 and 27-67-31, Mississippi Code of 180
1972, and allocated in a manner as determined by the Treasurer's 181
Office. This appropriation is made for the purpose of 182
expenditures related to the replacement, repair, renovation, and 183
modernization of the UMMC grounds and infrastructure. 184
SECTION 26. Of the funds appropriated under the provisions 185
of Section 2 of this act, Five Million Dollars ($5,000,000.00) 186
shall be derived from the Opioid Settlement Fund as created in 187
Section 27-103-305. These funds are provided to the University of 188
Mississippi Medical Center for the purposes of conducting research 189
for the Ibogaine Drug Development Clinical Trial Act. These 190
non-abatement funds provided in this section shall be allocated as 191
follows: 192

Ibogaine Drug Development Clinical Trial Act as created in 193
House Bill 314, 2026 Regular Session.............. $ 5,000,000.00. 194
SECTION 27. As a condition of receiving and expending the 195
funds appropriated to the University of Mississippi Medical Center 196
under Section 26, a recipient designated under this section shall 197
certify in writing and under oath to the University of Mississippi 198
Medical Center that no contract of compensation dependent on the 199
success or failure of legislation or executive action prohibited 200
under Section 5-8-13, Mississippi Code of 1972, has been entered 201
into by the recipient, with any individual or entity, in pursuance 202
of such funding. None of the funds appropriated by this act shall 203
be disbursed to a recipient or used by a recipient who fails to 204
make such certification or is found to be in violation of such 205
certification. 206
SECTION 28. The money herein appropriated shall be paid by 207
the State Treasurer out of any money in the State Treasury to the 208
credit of the proper fund or funds as set forth in this act, upon 209
warrants issued by the State Fiscal Officer; and the State Fiscal 210
Officer shall issue his warrants upon requisitions signed by the 211
proper person, officer or officers, in the manner provided by law. 212
SECTION 29. This act shall take effect and be in force from 213
and after July 1, 2026. 214
