AN ACT MAKING AN APPROPRIATION FOR THE PURPOSE OF DEFRAYING 1
THE ADMINISTRATIVE EXPENSES OF THE MISSISSIPPI COMMUNITY COLLEGE 2
BOARD FOR FISCAL YEAR 2027. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
SECTION 1. The following sum, or so much thereof as may be 5
necessary, is hereby appropriated out of any money in the State 6
General Fund not otherwise appropriated, for the purpose of 7
defraying the administrative expenses of the Mississippi Community 8
College Board for the fiscal year beginning July 1, 2026, and 9
ending June 30, 2027........................... $ 5,815,481.00. 10
SECTION 2. The following sum, or so much thereof as may be 11
necessary, is hereby appropriated out of any money in the State 12
Treasury to the credit of the Mississippi Community College Board, 13
for the purpose of defraying the administrative expenses of the 14
Mississippi Community College Board for the fiscal year beginning 15
July 1, 2026, and ending June 30, 2027......... $ 80,342,930.00. 16
SECTION 3. Of the funds appropriated in Section 2 of this 17
act, Three Hundred Fifty-six Thousand Dollars ($356,000.00) shall 18

be derived from the Education Enhancement Fund from funds 19
deposited pursuant to Sections 27-65-75 and 27-67-31, Mississippi 20
Code of 1972. 21
SECTION 4. Of the funds appropriated under the provisions of 22
this act, the following positions are authorized: 23

Any transfers or escalations shall be made in accordance with 27
the terms, conditions, and procedures established by law. 28
No general funds authorized to be expended herein shall be 29
used to replace federal funds and/or other special funds which are 30
being used for salaries authorized under the provisions of this 31
act and which are withdrawn and no longer available. 32
SECTION 5. Of the funds appropriated in Section 1 of this 33
act, Five Hundred Forty-two Thousand Four Hundred Fifty-nine 34
Dollars ($542,459.00) is provided to the Mississippi Community 35
College Board for the purpose of defraying the cost of the 36
Greenville Higher Education Center. 37
SECTION 6. Of the funds appropriated in Section 1 of this 38
act, Thirty-seven Thousand Six Hundred Twenty-six Dollars 39
($37,626.00) is provided for geospatial site licenses. 40
SECTION 7. Of the funds appropriated in Section 2 of this 41
act, Five Hundred Seventy-four Thousand Three Hundred Eighty-six 42
Dollars ($574,386.00) shall be derived from the out of any money 43

in the State Treasury to the credit of the Commission on 44
Proprietary School and College Registration, for the purpose of 45
defraying expenses incurred in the regulation and administration 46
of the Mississippi Proprietary School and College Registration Law 47
and the associated expenses of the Mississippi Community College 48
Board. 49
SECTION 8. Of the funds appropriated in Sections 1 and 2 of 50
this act, Fifty Million Eight Hundred Thirty-one Thousand Eight 51
Hundred Two Dollars ($50,831,802.00) is appropriated for the 52
Workforce Education Program and Industrial Training. No funding 53
obligation or commitment shall be made on behalf of the state for 54
industrial training beyond the level of funding made available in 55
this section. All industrial training program commitments made in 56
Fiscal Year 2027 and future fiscal years shall be based only upon 57
funds available in this section, and any proposed commitments 58
shall be approved by the Executive Director of the Mississippi 59
Community College Board or the Executive Director's designee prior 60
to such commitment being finalized. Industrial training program 61
commitments shall be made and based only upon training services 62
provided and not for a specific funding amount. Any expenditures 63
of funds authorized in this section are limited to obligations 64
made July 1, 2026, or after, and shall not be expended for 65
obligations made prior to this date. 66
SECTION 9. Of the funds appropriated in Section 2 of this 67
act, Two Million Five Hundred Thousand Dollars ($2,500,000.00) 68

shall be derived from fees charged for the Workforce Online 69
Training Program, and the Mississippi Virtual Community College 70
and funds in the amount of Two Million Four Hundred Forty-four 71
Thousand Nine Hundred Fourteen Dollars ($2,444,914.00) shall be 72
transferred from the Community and Junior College Education 73
Technology Fund for the purpose of defraying the costs of the 74
Mississippi Virtual Community College, the Workforce Online 75
Training Program and the administrative expenses of the 76
Mississippi Community College Board. 77
SECTION 10. Of the funds appropriated in Section 2 of this 78
act, One Hundred Twenty-five Thousand Dollars ($125,000.00) shall 79
be derived from fees charged for issuing duplicate transcripts and 80
duplicate diplomas for the High School Equivalency Testing Program 81
for the purpose of defraying the costs of administering the High 82
School Equivalency Testing Program of the Mississippi Community 83
College Board, pursuant to Section 37-35-9, Mississippi Code of 84
1972. 85
SECTION 11. Of the funds appropriated in Section 2 of this 86
act, Thirty Million Dollars ($30,000,000.00) shall be derived from 87
the transfer of postsecondary vocational and technical funds from 88
the Mississippi Department of Education to the Mississippi 89
Community College Board for the purpose of managing the day-to-day 90
operations of postsecondary career and technical education. 91
SECTION 12. It is the intention of the Legislature that an 92
amount equal to One Dollar and Fifty Cents ($1.50) per square foot 93

shall be transferred to the Executive Office of the Board of 94
Trustees of State Institutions of Higher Learning to defray 95
utility costs. 96
SECTION 13. It is the intention of the Legislature that the 97
budget requests for administrative expenses of the Mississippi 98
Community College Board for Fiscal Year 2028 shall be submitted to 99
the Joint Legislative Budget Committee in a format and level of 100
detail comparable to the format and level of detail provided 101
during the Fiscal Year 2027 budget request process. 102
SECTION 14. It is the intention of the Legislature that 103
whenever two (2) or more bids are received by this agency for the 104
purchase of commodities or equipment, and whenever all things 105
stated in such received bids are equal with respect to price, 106
quality and service, the Mississippi Industries for the Blind 107
shall be given preference. A similar preference shall be given to 108
the Mississippi Industries for the Blind whenever purchases are 109
made without competitive bids. 110
SECTION 15. It is the intention of the Legislature that the 111
funds herein appropriated shall be expended in compliance with 112
Section 27-104-25, Mississippi Code of 1972, that no state agency 113
shall incur obligations or indebtedness in excess of their 114
appropriation and that the responsible officers, either personally 115
or upon their official bonds, shall be held responsible for 116
actions contrary to this provision. 117

SECTION 16. The following sum, or so much thereof as may be 118
necessary, is reappropriated out of any money in the Education 119
Enhancement Fund not otherwise appropriated, for the Community 120
College Board (CCB) for the purpose of reauthorizing the 121
expenditure of Educational Enhancement Funds as authorized in 122
Senate Bill No. 2010, 2025 First Extraordinary Session, to 123
reimburse General Educational Development (GED) and High School 124
Equivalency Test (HiSET) testing fees incurred at approved high 125
school equivalency testing sites for the fiscal year beginning 126
July 1, 2026, and ending June 30, 2027............ $ 375,000.00. 127
(a) As a condition of reimbursement, the individual 128
taking the test must not be charged any fees. 129
(b) Notwithstanding the amount reappropriated under the 130
provisions of this section, in no event shall the amount expended 131
exceed the unexpended balances as of June 30, 2026. In addition, 132
this reappropriation shall not change the purpose for which the 133
funds were originally authorized. 134
SECTION 17. Of the funds appropriated in Section 2 of this 135
act, Eighteen Million Dollars ($18,000,000.00), or so much as may 136
be necessary, shall be derived out of any money in the State 137
Treasury to the credit of the Education Enhancement Fund deposited 138
pursuant to Sections 27-65-75 and 27-67-31, Mississippi Code of 139
1972, and shall be expended by the Mississippi Community College 140
Board for the purpose of construction (including land acquisition) 141
and/or repair, equipment upgrades and renovation projects 142

associated with Career & Technical Education (CTE) Centers and 143
Workforce development centers in the following school districts: 144

Board - Administrative expenses.
SECTION 18. The money herein appropriated shall be paid by 168
the State Treasurer out of any money in the State Treasury to the 169
credit of the proper fund or funds as set forth in this act, upon 170
warrants issued by the State Fiscal Officer; and the State Fiscal 171
Officer shall issue his warrants upon requisitions signed by the 172
proper person, officer or officers in the manner provided by law. 173
SECTION 19. This act shall take effect and be in force from 174
and after July 1, 2026. 175
