AN ACT MAKING AN APPROPRIATION TO THE MISSISSIPPI STATE BOARD 1
OF CHIROPRACTIC EXAMINERS FOR FISCAL YEAR 2027. 2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 3
SECTION 1. The following sum, or so much thereof as may be 4
necessary, is appropriated out of any money in the State Treasury 5
to the credit of the Mississippi State Board of Chiropractic 6
Examiners, for the support of said board for the fiscal year 7
beginning July 1, 2026, and ending June 30, 2027.................. 8

SECTION 2. It is the intention of the Legislature that the 10
Chiropractic Examiners Board shall maintain complete accounting 11
and personnel records related to the expenditure of all funds 12
appropriated under this act and that such records shall be in the 13
same format and level of detail as maintained for Fiscal Year 14
2026. It is further the intention of the Legislature that the 15
agency's budget request for Fiscal Year 2028 shall be submitted to 16
the Joint Legislative Budget Committee in a format and level of 17

detail comparable to the format and level of detail provided 18
during the Fiscal Year 2027 budget request process. 19
SECTION 3. It is the intention of the Legislature that 20
whenever two (2) or more bids are received by this agency for the 21
purchase of commodities or equipment, and whenever all things 22
stated in such received bids are equal with respect to price, 23
quality and service, the Mississippi Industries for the Blind 24
shall be given preference. A similar preference shall be given to 25
the Mississippi Industries for the Blind whenever purchases are 26
made without competitive bids. 27
SECTION 4. It is the intention of the Legislature that the 28
funds herein appropriated shall be expended in compliance with 29
Section 27-104-25, Mississippi Code of 1972, that no state agency 30
shall incur obligations or indebtedness in excess of its 31
appropriation and that the responsible officers, either personally 32
or upon their official bonds, shall be held responsible for 33
actions contrary to this provision. 34
SECTION 5. Of the funds appropriated under this act, funds 35
are provided for any ITS charges that may be required for system 36
upgrades or migration related to the Cloud Center of Excellence 37
Act, as described in Section 25-53-251. 38
SECTION 6. Of the funds appropriated in Section 1 of this 39
act, Forty Thousand Dollars ($40,000.00) is provided for the 40
purpose of replacing and upgrading the licensing management 41
system. 42

SECTION 7. The money herein appropriated shall be paid by 43
the State Treasurer out of any money in the State Treasury to the 44
credit of the proper fund or funds as set forth in this act, upon 45
warrants issued by the State Fiscal Officer; and the State Fiscal 46
Officer shall issue his warrants upon requisitions signed by the 47
proper person, officer or officers in the manner provided by law. 48
SECTION 8. This act shall take effect and be in force from 49
and after July 1, 2026. 50
