AN ACT MAKING AN ADDITIONAL APPROPRIATION OF CAPITAL EXPENSE 1
FUNDS AND SPECIAL FUNDS FOR FISCAL YEARS 2026 AND 2027 TO DEFRAY 2
THE EXPENSES OF THE MISSISSIPPI DEVELOPMENT AUTHORITY; AND FOR 3
RELATED PURPOSES. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 5
SECTION 1. In addition to all other sums herein 6
appropriated, the following sum, or so much thereof as may be 7
necessary, is appropriated out of any money to the credit of the 8
Capital Expense Fund and allocated in a manner as determined by 9
the Treasurer's Office, to defray the expenses of the Mississippi 10
Development Authority for the period beginning upon passage of 11
this act, and ending June 30, 2027............... $ 500,000.00. 12
This additional appropriation is made for the purpose of 13
providing funds to defray the costs of the Mississippi Tourism 14
Association's Workforce Program for Fiscal Year 2027 and shall not 15
be expended for any type of cultural exchange program. 16
SECTION 2. In addition to all other sums herein 17
appropriated, the following sum, or so much thereof as may be 18
necessary, is appropriated out of any money in the State Treasury 19

to the credit of the Mississippi Industry Incentive Financing 20
Revolving Fund to the Mississippi Development Authority and 21
allocated in a manner as determined by the Treasurer's Office, to 22
defray the expenses of the Mississippi Development Authority for 23
the period beginning upon passage of this act, and ending June 30, 24
2027............................................. $ 20,000,000.00. 25
This additional appropriation is for the purpose of defraying 26
the Mississippi Industry Incentive Revolving Program as created in 27
Section 57-1-221, Mississippi Code of 1972. 28
SECTION 3. In addition to all other sums herein 29
appropriated, the following sum, or so much thereof as may be 30
necessary, is appropriated out of any money in the State Treasury 31
to the credit of the Small Municipalities and Limited Population 32
Counties Fund to the Mississippi Development Authority and 33
allocated in a manner as determined by the Treasurer's Office, to 34
defray the expenses of the Mississippi Development Authority for 35
the period beginning upon passage of this act, and ending June 30, 36
2027............................................. $ 10,000,000.00. 37
This additional appropriation is for the purpose of defraying 38
the Small Municipalities and Limited Population Counties Grant 39
Program as created in Section 57-1-18, Mississippi Code of 1972. 40
SECTION 4. In addition to all other sums herein 41
appropriated, the following sum, or so much thereof as may be 42
necessary, is appropriated out of any money in the State Treasury 43
to the credit of the Development Infrastructure Fund to the 44

Mississippi Development Authority and allocated in a manner as 45
determined by the Treasurer's Office, to defray the expenses of 46
the Mississippi Development Authority for the period beginning 47
upon passage of this act, and ending June 30, 2027................ 48

This additional appropriation is for the purpose of defraying 50
the Development Infrastructure Grant Program created in Section 51
57-61-36, Mississippi Code of 1972. 52
SECTION 5. In addition to all other sums herein 53
appropriated, the following sum, or so much thereof as may be 54
necessary, is appropriated out of any money in the State Treasury 55
to the credit of the 2022 Mississippi Major Economic Impact Fund 56
to the Mississippi Development Authority and allocated in a manner 57
as determined by the Treasurer's Office, to defray the expenses of 58
the Mississippi Development Authority for the period beginning 59
upon passage of this act, and ending June 30, 2027................ 60
................................................. $ 5,000,000.00. 61
This additional appropriation is for the purpose of defraying 62
the Mississippi Major Economic Impact Act for the Defense Base 63
Closure and Realignment Act created in Section 57-75-5(ii), 64
Mississippi Code of 1972. 65
SECTION 6. In addition to all other sums herein 66
appropriated, the following sum, or so much thereof as may be 67
necessary, is appropriated out of any money in the State Treasury 68
to the credit of the Ports, Airports, and Rail Revolving Loan Fund 69

to the Mississippi Development Authority and allocated in a manner 70
as determined by the Treasurer's Office, to defray the expenses of 71
the Mississippi Development Authority for the period beginning 72
upon passage of this act, and ending June 30, 2027................ 73

This additional appropriation is for the purpose of defraying 75
the Ports/Airports/Rail Revolving Loan Programs. 76
SECTION 7. In addition to all other sums herein 77
appropriated, the following sum, or so much thereof as may be 78
necessary, is appropriated out of any money in the State Treasury 79
to the credit of the Mississippi Site Development Fund to the 80
Mississippi Development Authority and allocated in a manner as 81
determined by the Treasurer's Office, to defray the expenses of 82
the Mississippi Development Authority for the period beginning 83
upon passage of this act, and ending June 30, 2027................ 84
................................................. $ 29,500,000.00. 85
This additional appropriation is for the purpose of defraying 86
the Mississippi Site Development Grant Program created in Section 87
57-1-701, Mississippi Code of 1972. Of these funds, Twenty 88
Million ($20,000,000.00) is provided for Energy Ready 89
infrastructure needs. 90
SECTION 8. The money appropriated by this act shall be paid 91
by the State Treasurer out of any money in the State Treasury to 92
the credit of the proper fund or funds as set forth in this act 93
not otherwise appropriated, upon warrants issued by the State 94

ST: Appropriation; additional to certain state
agencies and boards for FY2026 and FY2027.
Fiscal Officer; and the State Fiscal Officer shall issue his 95
warrants upon requisitions signed by the proper person, officer or 96
officers, in the manner provided by law. 97
SECTION 9. This act shall take effect and be in force from 98
and after its passage. 99
