SENATE BILL NO. 3150
AN ACT MAKING AN APPROPRIATION TO THE MISSISSIPPI STATE 1
DEPARTMENT OF HEALTH FOR THE PURPOSE OF DEFRAYING COSTS ASSOCIATED 2
WITH PUBLIC HEALTH PROGRAMS TO PROVIDE ACCESS TO A MINIMUM OF 12 3
MONTHS OF POSTPARTUM CARE, INCLUDING MENTAL HEALTH AND SUBSTANCE 4
USE TREATMENT FOR THE FISCAL YEAR 2027. 5
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 6
SECTION 1. The following sum, or so much of it as may be 7
necessary, is appropriated out of any money in the State General 8
Fund not otherwise appropriated, to the Mississippi State 9
Department of Health for the purpose of defraying costs associated 10
with public health programs to provide access to a minimum of 11
twelve (12) months of postpartum care, including mental health and 12
substance use treatment for the fiscal year beginning July 1, 13
2026, and ending June 30, 2027....................... $ 500,000.00. 14
SECTION 2. Of the funds appropriated under this act, it is 15
the intent of the Legislature that such funds be used to ensure 16
that public health facilities guarantee timely postpartum 17
follow-up appointments, including virtual options where 18
appropriate. 19

ST: General Fund; FY2027 appropriation to the
Department of Health for public health programs
to provide access to postpartum care.
SECTION 3. The money appropriated by this act shall be paid 20
by the State Treasurer out of any money in the State General Fund 21
not otherwise appropriated, upon warrants issued by the State 22
Fiscal Officer; and the State Fiscal Officer shall issue his or 23
her warrants upon requisitions signed by the proper person, 24
officer or officers in the manner provided by law. 25
SECTION 4. This act shall take effect and be in force from 26
and after July 1, 2026. 27
