AN ACT TO RESTORE THE RIGHT OF SUFFRAGE TO FRANKIE O'NEAL 1
WARD, JR., OF JEFFERSON DAVIS COUNTY, MISSISSIPPI; AND FOR RELATED 2
PURPOSES. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
SECTION 1. The right of suffrage is hereby fully and 5
completely restored to Frankie O'Neal Ward, Jr., of Jefferson 6
Davis County, Mississippi, who was disqualified as an elector on 7
August 16, 2002, as a result of his conviction in Simpson County 8
for two (2) counts of armed robbery and one (1) count of grand 9
larceny. As a related matter, he was also convicted in Simpson 10
County of kidnapping. He was sentenced to serve four (4), 11
concurrent terms in the custody of the Mississippi Department of 12
Corrections: 13
(a) A fifteen-year term for the first charge of armed 14
robbery with five (5) years suspended and a five-year term of 15
post-release supervision; 16

(b) A fifteen-year term for the second charge of armed 17
robbery with five (5) years suspended and a five-year term of 18
post-release supervision; 19
(c) A ten-year term for the charge of kidnapping; and 20
(d) A three-year term for the charge of grand larceny.21
He was discharged from the custody of the Mississippi 22
Department of Corrections on June 14, 2012, due to the expiration 23
of his sentence. Upon representation from the Mississippi 24
Department of Corrections, he was discharged from probation on 25
March 29, 2016. He completed all terms and conditions of his 26
sentence. 27
The Legislature is informed that he has since conducted 28
himself as a law-abiding and honorable citizen in a good and 29
lawful manner. 30
SECTION 2. This act shall take effect and be in force from 31
and after July 1, 2026. 32
