SENATE BILL NO. 3400
AN ACT TO RESTORE THE RIGHT OF SUFFRAGE TO DENNIS HOPKINS OF 1
MARSHALL COUNTY, MISSISSIPPI; AND FOR RELATED PURPOSES. 2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 3
SECTION 1. The right of suffrage is hereby fully and 4
completely restored to Dennis Hopkins of Marshall County, 5
Mississippi, who was disqualified as an elector on March 6, 1998, 6
as a result of his convictions in Union County for two (2) counts 7
of grand larceny. On March 6, 1998, he was sentenced to serve two 8
(2) four-year, concurrent terms in the custody of the Mississippi 9
Department of Corrections. In a related matter to the larceny 10
convictions, he was convicted of the crime of burglary in Marshall 11
County. On May 19, 1998, he was sentenced to serve a four-year 12
term in the custody of the Mississippi Department of Corrections. 13
He was placed on intensive supervision on October 28, 1999. 14
Hopkins was discharged from the custody of the Mississippi 15
Department of Corrections on April 30, 2001, due to the expiration 16
of his sentence. He completed all terms and conditions of his 17
sentence. 18

ST: Suffrage; restore to Dennis Hopkins.
The Legislature is informed that he has since conducted 19
himself as a law-abiding and honorable citizen in a good and 20
lawful manner. 21
SECTION 2. This act shall take effect and be in force from 22
and after July 1, 2026. 23
