SENATE CONCURRENT RESOLUTION NO. 513
A CONCURRENT RESOLUTION APPLYING FOR A UNITED STATES 1
CONSTITUTION ARTICLE V AMENDMENTS CONVENTION SPECIFICALLY RELATING 2
TO CONGRESSIONAL TERM LIMITS. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
WHEREAS, Article V of the Constitution of the United States 5
provides authority for a Convention to be called by the Congress 6
of the United States for the purpose of proposing Amendments to 7
the Constitution upon application of two-thirds of the 8
legislatures of the separate states ("Madison Amendments 9
Convention"); and 10
WHEREAS, the Legislature of the State of Mississippi favors 11
the proposal and ratification of an Amendment to said Constitution 12
which shall provide Congressional Term Limits; NOW, THEREFORE, 13
BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE 14
HOUSE OF REPRESENTATIVES CONCURRING THEREIN: 15
SECTION 1. That, as provided for in Article V of the 16
Constitution of the United States, the Legislature of the State of 17
Mississippi herewith respectfully applies for an Amendments 18

Convention to be called for the purpose of proposing an Amendment 19
to the Constitution of the United States of America to set a limit 20
on the number of terms that a person may be elected as a Member of 21
the United States House of Representatives and to set a limit on 22
the number of terms that a person may be elected as a Member of 23
the United States Senate. 24
SECTION 2. This application shall be considered as covering 25
the same subject matter as the applications from other States to 26
Congress to call an Amendments Convention to set a limit on the 27
number of terms that a person may be elected to the House of 28
Representatives of the Congress of the United States and the 29
Senate of the United States; and this application shall be 30
aggregated with the same for the purpose of attaining the 31
two-thirds of states necessary to require Congress to call a 32
limited convention on this subject, but shall not be aggregated 33
with any other applications on any other subject. 34
SECTION 3. This application constitutes a continuing 35
application in accordance with Article V of the Constitution of 36
the United States of America until the legislatures of at least 37
two-thirds of the several states have made applications on the 38
same subject. 39
BE IT FURTHER RESOLVED, That a certified copy of this 40
application be transmitted by the Secretary of State, to the 41
President of the United States Senate, to the Speaker of the 42
United States House of Representatives, to each member of the 43

under Article V; apply for congressional term
limits.
applicant's delegation to the United States Congress, and to the 44
presiding officers of each house of the several state 45
legislatures, requesting their cooperation in applying for the 46
Amendments Convention limited to the subject matter contemplated 47
by this application. 48
