A CONCURRENT RESOLUTION EXTENDING THE COMMENDATION OF THE 1
MISSISSIPPI LEGISLATURE TO MRS. NORA ROBERTS MILLER, CPA, FOR HER 2
DISTINGUISHED LEADERSHIP AND SERVICE AS PRESIDENT OF MISSISSIPPI 3
UNIVERSITY FOR WOMEN AND FOR HER CONTRIBUTIONS TO HIGHER EDUCATION 4
AND PUBLIC SERVICE IN THE STATE OF MISSISSIPPI ON THE OCCASION OF 5
HER RETIREMENT. 6
WHEREAS, following a 30-year career in higher education, 7
Mississippi University for Women President Nora Roberts Miller, 8
CPA, has announced her plan to retire effective June 30, 2026. 9
Mrs. Nora Roberts Miller, CPA, has devoted her career to public 10
service and higher education in the State of Mississippi and has 11
provided steady and effective leadership to Mississippi University 12
for Women, known as The W, during her tenure as the institution's 13
fifteenth and first alumna president; and 14
WHEREAS, Mississippi University for Women, known as The W, 15
was established by an act of the Mississippi Legislature on March 16
12, 1884, becoming the first public college for women in the 17
United States and reflecting Mississippi's historic commitment to 18
expanding opportunity through higher education; and 19

WHEREAS, as president of her alma mater, Mrs. Miller has 20
worked diligently to preserve and advance that legacy, 21
strengthening the university's mission while expanding academic 22
opportunity and student success; and 23
WHEREAS, during her presidency, The W recorded the largest 24
percentage enrollment growth among Mississippi's public 25
universities, demonstrating renewed momentum and continued 26
confidence in the institution's mission; and 27
WHEREAS, the Federal College Scorecard data shows that 28
graduates of The W who received Title IV federal aid earned 29
approximately $63,197.00 in 2025, four years after graduation, the 30
highest among Mississippi's public universities, while carrying 31
the lowest-median federal student loan debt in the state of 32
$15,000.00, underscoring the university's strong return on 33
investment for Mississippi students and families; and 34
WHEREAS, The W plays a vital role in Mississippi's workforce 35
pipeline by preparing graduates in critical fields, including 36
nursing, education, business, public service, and the sciences, 37
strengthening communities and contributing to the economic 38
vitality of the state; and 39
WHEREAS, throughout her presidency, Mrs. Miller has 40
demonstrated thoughtful leadership, a deep commitment to students, 41
and steadfast dedication to the historic mission of The W; and 42

WHEREAS, it is the policy of the Mississippi Legislature to 43
recognize and commend citizens whose leadership strengthens the 44
institutions and communities of our state: 45
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF 46
MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That 47
we do hereby extend the commendation of the Mississippi 48
Legislature to Mrs. Nora Roberts Miller, CPA, for her 49
distinguished leadership and service as President of Mississippi 50
University for Women and for her contributions to higher education 51
and public service in the State of Mississippi. 52
BE IT FURTHER RESOLVED, That copies of this resolution be 53
presented to Mrs. Nora Roberts Miller, transmitted to the Board of 54
Trustees of State Institutions of Higher Learning and made 55
available to the Capitol Press Corps. 56
