A CONCURRENT RESOLUTION HONORING HONORABLE CARROLL E. RHODES 1
FOR A LIFETIME OF SERVICE TO CIVIL RIGHTS, THE RULE OF LAW, AND 2
THE PEOPLE OF MISSISSIPPI. 3
WHEREAS, the Mississippi Legislature has long recognized that 4
the progress of Mississippi is shaped not only by institutions, 5
but by men and women whose courage, conviction, and dedication to 6
justice leave a lasting mark upon the life of our state; and 7
WHEREAS, Carroll E. Rhodes has, for decades, stood among 8
those citizens whose professional calling has been guided by a 9
steadfast belief in the Constitution, the dignity of all people, 10
and the enduring promise that justice must be available to every 11
Mississippian; and 12
WHEREAS, throughout a distinguished career in the practice of 13
law, Mr. Rhodes has devoted himself to the pursuit of civil 14
rights, voting rights, and the protection of constitutional 15
principles, advocating in courts of law on matters that reach to 16
the very heart of representative government; and 17

WHEREAS, his work has contributed to legal debates and 18
decisions affecting representation, electoral fairness, and the 19
preservation of democratic participation, helping to shape the 20
modern civic landscape of the State of Mississippi; and 21
WHEREAS, in times of challenge and change, Mr. Rhodes has 22
remained committed to the rule of law and to the belief that the 23
courts must serve as guardians of fairness, equality, and 24
accountability; and 25
WHEREAS, through collaboration with community leaders, fellow 26
advocates, and civic organizations, Mr. Rhodes has helped elevate 27
the voices of citizens and strengthen public confidence in the 28
processes that define our democracy; and 29
WHEREAS, Mr. Rhodes' influence extends beyond courtroom 30
advocacy through mentorship, scholarship, and public service, 31
inspiring future generations of lawyers and civic leaders to 32

WHEREAS, the long arc of Mississippi's history has been 34
shaped by those who dare to challenge injustice through lawful 35

WHEREAS, it is both fitting and proper that this body pause 38
to recognize a citizen whose life's work reflects honor upon the 39

WHEREAS, as we stand today to honor Carroll E. Rhodes, we are 41
reminded that the strength of Mississippi is found in those who 42

the enduring truth that progress is built not in a single moment, 45

the law. The Mississippi State Legislature proudly joins the 47
people of this state in saying thank you for the work performed, 48
for the doors opened, and for the legacy that will continue to 49
inspire generations yet to come: 50
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF 51
MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That 52
we do hereby commend and honor Honorable Carroll E. Rhodes for his 53
distinguished career, his unwavering dedication to civil rights 54
and constitutional principles, and his lasting impact on the 55
pursuit of justice for the people of Mississippi. 56
BE IT FURTHER RESOLVED, That the members of this Legislature 57
express their profound appreciation for his service, his 58
perseverance, and his example of principled advocacy carried out 59
with dignity and resolve. 60
BE IT FURTHER RESOLVED, That this resolution be presented to 61
Carroll E. Rhodes as a symbol of the respect, gratitude, and 62
