SENATE RESOLUTION NO. 44

A RESOLUTION ENCOURAGING FURTHER ECONOMIC TIES AND FRIENDSHIP 1
BETWEEN THE STATE OF MISSISSIPPI AND THE REPUBLIC OF CHINA 2
(TAIWAN). 3
WHEREAS, the longstanding bonds of friendship and economic 4
ties between the United States and the Republic of China (Taiwan), 5
embodied in the Taiwan Relations Act of 1979, continue to yield 6
important economic, social, strategic, and cultural benefits; and 7
WHEREAS, in 2025, Taiwan ranked 4th on the Heritage 8
Foundation's Index of Economic Freedom. Taiwan holds an important 9
position in the global economy as a top player in the world's 10
information and communications technology industry, and is a 11
trusted partner for economic cooperation and exchanges in 12
industries like smart machinery, the Internet of Things, 13
biotechnology, energy technology, national defense, 14
semiconductors, and the circular economy; and 15
WHEREAS, U.S.-Taiwan trade reached $201.1 Billion in 2025, 16
and Taiwan ranks as the United States' 8th largest export market 17

for American agricultural products and 7th largest merchandise 18
trading partner; and 19
WHEREAS, the robust U.S.-Taiwan trade and investment 20
partnership provides a solid foundation for a mutually beneficial 21
bilateral trade agreement to spur job creation, expand the global 22
market, and secure international, democratic supply chains; and 23
WHEREAS, Taiwan is a pivotal force for stability in the 24
Indo-Pacific that amplifies the values of democracy, peace, and 25
prosperity by partnering with like-minded countries through 26
integrated diplomacy to address global challenges; and 27
WHEREAS, Taiwanese officials and civil society groups partner 28
with the U.S. on a range of issues to promote our common values of 29
freedom, democracy and human rights; and 30
WHEREAS, the establishment of a Mississippi Trade and 31
Investment Office in the Republic of China (Taiwan) could enhance 32
the participation of small- and medium-sized enterprises in trade 33
and investment, and advance sister-state ties between Mississippi 34
and the Republic of China (Taiwan); and 35
WHEREAS, Mississippi and the United States have benefited 36
immeasurably through decades of unwavering friendship with Taiwan, 37
and the wider world is sure to reap tremendous rewards as Taiwan 38
works to enhance its presence in the international community: 39
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF 40
MISSISSIPPI, That we do hereby (a) express our support for the 41
strengthening of our partnership with Taiwan, the expansion of 42

ST: Encouraging further economic ties with
Taiwan.
Taiwan's role on the global stage, and for its efforts to preserve 43
peace, stability, and the status quo in the Taiwan Strait through 44
meaningful dialogue; (b) support a tax agreement between the 45
United States and Taiwan; (c) support Taiwan undersea cable 46
resilience as well as efforts to counter gray zone tactics from 47
the People's Republic of China; (d) maintain that UNGA Resolution 48
2758 cannot be used to exclude Taiwan from participation in the UN 49
System and other international forums such as the International 50
Civil Aviation Organization, International Criminal Police 51
Organization, the World Health Assembly, and the United Nations 52
Framework Convention on Climate Change; (e) support a Mississippi 53
Trade and Investment Office in Taiwan; and (f) celebrate the 47th 54
Anniversary of the enactment of the Taiwan Relations Act and the 55
43rd Anniversary of the sister-state relationship between the 56
State of Mississippi and Taiwan. 57
BE IT FURTHER RESOLVED, That this resolution be transmitted 58
to the Taipei Economic and Cultural Office in Houston and made 59
available to the members of the Capitol Press Corps. 60
