SENATE RESOLUTION NO. 5

A RESOLUTION TO AMEND SENATE RULES 28 AND 35C TO PROVIDE 1
FLOOR RESTRICTIONS FOR MEMBERS OF THE NEWS MEDIA. 2
BE IT RESOLVED BY THE MISSISSIPPI STATE SENATE, That Senate 3
Rule 28 is amended to read as follows: 4
VISITORS 5
28. No person shall be entitled to enter upon the floor of 6
the Senate while in session except the following persons: members 7
and their immediate families; elected state officials; former 8
members of the Legislature, unless the former member is a 9
registered lobbyist; officers and employees of the Senate; 10
members, officers and employees of the House of Representatives; 11
joint legislative employees; ministers or other official guests 12
invited by the President on behalf of the Senate; and such others 13
as the Rules Committee may designate by name. The 14
Sergeant-at-Arms shall clear the Senate of all other 15
visitors * * * thirty (30) minutes before each session convenes 16
and shall not allow other visitors on the floor of the Senate for 17
ten (10) minutes after the session has recessed. 18

BE IT FURTHER RESOLVED, That Senate Rule 35C is amended to 19
read as follows: 20
DECORUM 21
35C. No person * * * may be admitted to * * * the floor of 22
the Senate for the purpose of transcribing the debates and 23
proceedings of the Senate. No person except for news media with 24
proper credentials issued by the Rules Committee shall take any 25
photograph or transcribe debates and proceedings of the Senate in 26
the Senate Gallery while the Senate is in session. No person 27
shall be allowed to consume food or display any banner or sign in 28
the Senate Gallery while the Senate is in session. No member of 29
the audience shall be allowed to consume food or display any 30
banner or sign in Senate committee rooms while the committee 31
meetings are taking place. 32
