A RESOLUTION EXTENDING THE COMMENDATION OF THE MISSISSIPPI 1
SENATE TO COLONEL WILLIAM L. HENRY, COMMANDER OF CAMP SHELBY JOINT 2
FORCES TRAINING CENTER, ON THE OCCASION OF HIS OFFICIAL CHANGE OF 3
COMMAND CEREMONY FOLLOWING 34 YEARS OF DEDICATED MILITARY SERVICE. 4
WHEREAS, on February 6, 2026, a Change of Command Ceremony 5
was held at the Mississippi Armed Forces Museum at Camp Shelby, 6
Mississippi, where Colonel William L. Henry, Commander of Camp 7
Shelby Joint Forces Training Center, was honored as Outgoing 8
Commander by the Official Military Party and Incoming Commander 9
Ashley C. Sullivan; and 10
WHEREAS, Colonel Henry's dedication, expertise and commitment 11
to excellent military service is a matter of record: 12
● Appointed as the Commander of Camp Shelby Joint Forces 13
Training Center in December 2022, Colonel Henry assumed 14
responsibility for the management of a 138,000 acre joint training 15
site providing training capabilities for over 100,000 warriors 16
from all services and components annually, as well as providing 17
Mobilization Force Generating Installation capabilities to 18
FORSCOM; 19

● Enlisting in the Army National Guard in 1991 and then 20
commissioned in 1997 through the ROTC program at The University of 21
Southern Mississippi, Colonel Henry has served for over 34 years. 22
In 2003, as the battalion's Operations and Intelligence Officer, 23
he deployed to western Iraq with the 298th Combat Sustainment 24
Battalion. In 2009, Colonel Henry again deployed with the 155th 25
Armored Brigade Combat Team to Iraq where he served as the 106th 26
Brigade Support Battalion's Executive Officer. He has served 27
during numerous state emergencies including Hurricanes Katrina and 28
Gustav. As Battalion Commander of the 298th CSB, Colonel Henry 29
led the Mississippi Task Force deploying to the U.S. Virgin 30
Islands providing support in the wake of Hurricanes Irma and 31
Maria. Colonel Henry has served full-time for the Mississippi 32
National Guard for over 25 years in positions that include 33
Battalion Administrative Officer, State Training Officer, Deputy 34
G3, Deputy G4, Surface Maintenance Manager and the Joint Force 35
Headquarters J3 Domestic Operations Officer (Joint Assignment); 36
● Colonel Henry holds a Bachelor of Science degree in 37
Criminal Justice, as well as a Master of Science degree in the 38
Administration of Justice from The University of Southern 39
Mississippi. As a 2022 graduate of the United States Army War 40
College, he also holds a second Master of Science degree in 41
Strategic Studies. Colonel Henry is also a 2017 Defense Strategy 42
Graduate and a 2016 graduate of the Harvard John F. Kennedy School 43
of Government's Leadership in Homeland Security Program. He is 44

recognized as a qualified National Defense Strategist and is a 45
fully joint-qualified officer with Joint Qualification Level Three 46
certification; 47
● Colonel Henry has received numerous awards and decorations 48
to include multiple awards of the Bronze Star, Meritorious Service 49
Medal, Army Commendation Medal, Army Achievement Medal, National 50
Defense Service Medal, Army Service Medal, Global War on Terrorism 51
Expeditionary, and Global War on Terrorism Service; 52
● Colonel Henry lives in Petal, Mississippi, with his wife 53
of 25 years, Shelly. They have three children, Morgan (Trae) 54
Miller, Emily (Blake) Nicholson and Grant Henry. Lee and Shelly 55
also have four grandchildren, Blair, Reese, Baylor and Brooks; and 56
WHEREAS, it is with great pride that we join the Mississippi 57
National Guard in honoring Colonel Henry's dedication, expertise 58
and commitment to military excellence which have made a lasting 59
impact on Camp Shelby, our community and to the State of 60
Mississippi: 61
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF 62
MISSISSIPPI, That we do hereby extend the commendation of the 63
Mississippi Senate to Colonel William L. Henry, Commander of Camp 64
Shelby Joint Forces Training Center, on the occasion of his 65
Official Change of Command Ceremony following 34 years of 66
dedicated military service, thanking him for his tenure as 67
Commander at Camp Shelby and for his service to the Mississippi 68
National Guard. 69
