SENATE RESOLUTION NO. 58
A RESOLUTION URGING THE UNITED STATES CONGRESS TO PASS THE 1
"MAJOR RICHARD STAR ACT" TO ENSURE VETERANS WITH DISABILITIES 2
RECEIVE THEIR FULL UNITED STATES DEPARTMENT OF DEFENSE RETIREMENT 3
PAY AND UNITED STATES DEPARTMENT OF VETERANS AFFAIRS DISABILITY 4
COMPENSATION. 5
WHEREAS, the United States Congress is urged to pass the 6
Major Richard Star Act to ensure veterans with disabilities 7
receive their full United States Department of Defense retirement 8
pay and United States Department of Veterans Affairs disability 9
compensation without offset; and 10
WHEREAS, the Major Richard Star Act (H.R. 2102, S. 1032), 11
presented by the United States House of Representatives and the 12
United States Senate, seeks to amend federal law to expand 13
eligibility for concurrent receipt of disability compensation and 14
retirement pay for veterans; and 15
WHEREAS, current federal law requires a dollar—for-dollar 16
offset of disability compensation and retirement pay for veterans 17
with disabilities who were medically retired with fewer than 20 18

years of service, denying them the full benefits they earned 19
through their service and sacrifice; and 20
WHEREAS, approximately 50,000 veterans with disabilities, 21
including those who sustained combat-related injuries, are 22
affected by this offset, resulting in significant financial 23
hardship and an average loss of $1,200.00 per month in earned 24
benefits; and 25
WHEREAS, the Major Richard Star Act aims to correct this 26
injustice by allowing eligible veterans with disabilities to 27
receive both their full U.S. Department of Defense retirement pay 28
and U.S. Department of Veterans Affairs disability compensation; 29
and 30
WHEREAS, the Major Richard Star Act aligns with the nation's 31
commitment to honor and support all veterans, including those in 32
Mississippi, by ensuring they receive the full benefits they 33
earned through their service, regardless of their length of 34
service; and 35
WHEREAS, the Mississippi Senate recognizes the urgent need to 36
address this injustice and to support veterans with disabilities 37
who have sacrificed for our nation: 38
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF 39
MISSISSIPPI, That we do hereby urge the United States Congress to 40
pass the Major Richard Star Act (H.R. 2102, S. 1032) to ensure 41
that veterans with disabilities receive their full U.S. Department 42

BE IT FURTHER RESOLVED, That this resolution be transmitted 45
to the President and Vice President of the United States, to the 46
Speaker of the House of Representatives, to the Majority Leader of 47
the United States Senate, and to the Mississippi delegation to the 48
Congress of the United States. 49
