SENATE RESOLUTION NO. 68
A RESOLUTION COMMENDING COLONEL CHARLES HAYNES FOR HIS 25 1
YEARS OF DEDICATED SERVICE AS DIRECTOR OF THE MISSISSIPPI HIGHWAY 2
PATROL AND ASSISTANT COMMISSIONER OF THE MISSISSIPPI DEPARTMENT OF 3
PUBLIC SAFETY AND CONGRATULATING HIM AS THE NEW DIRECTOR OF 4
ADMINISTRATION OF JUSTICE FOR MISSISSIPPI COLLEGE. 5
WHEREAS, Mississippi College has added an experienced 6
director to its Department of History and Political Science 7
faculty. Colonel Charles Haynes, a veteran law enforcement 8
officer with more than 25 years of experience in the American 9
criminal justice system, has joined the Mississippi College 10
faculty as Director of Administration of Justice; and 11
WHEREAS, Patrick Connelly, associate professor and chair of 12
the department, said Colonel Haynes brings a unique teaching 13
background and valuable field experience to his new role. "We are 14
excited for the energy and expertise he brings to our department. 15
Colonel Haynes recently served as Director of the Mississippi 16
Highway Patrol and as Assistant Commissioner of the Mississippi 17
Department of Public Safety. He brings a wealth of field 18
experiences and relationships across various sectors of law 19

enforcement that will be valuable for our students," said Patrick 20
Connelly; and 21
WHEREAS, a former officer with the Brandon Police Department 22
and Mississippi State Trooper, Haynes has also served as a 23
Mississippi Joint Terrorism Task Force officer. He obtained his 24
B.S. in management and his M.S. in leadership from Belhaven 25
University and concurrently served as a Special Agent for the 26
Mississippi Bureau of Investigation and as Government Affairs 27
Director for the Mississippi Department of Public Safety; and 28
WHEREAS, Colonel Haynes was promoted to the Department of 29
Public Safety Deputy Commissioner of External Affairs and served 30
the Mississippi Bureau of Investigation as an Assistant Special 31
Agent in charge and attained the rank of colonel with the 32
Department of Public Safety. A Mississippi Highway Patrol Medal 33
of Valor recipient, Haynes received the Community Service Award 34
from Belhaven University; and 35
WHEREAS, "Charles Haynes brought an unwavering dedication to 36
his work and carried an abundance of experience in law 37
enforcement. As Colonel of the Mississippi Highway Patrol, his 38
proven track record promises a future of strong leadership, 39
safety, and progress for our state. I am excited to see his 40
future," said Commissioner Sean Tindell; and 41
WHEREAS, Belhaven alumnus Charles W. Haynes graduated from 42
the FBI National Academy in June 2019. He is using his skills and 43
knowledge to serve and protect at a higher level; and 44

and new appointment with Mississippi College.
WHEREAS, it is with great pride that we recognize his 45
expertise in executive protection, governmental affairs, and 46
cyber-related offenses, which brings honor to the State of 47
Mississippi: 48
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF 49
MISSISSIPPI, That we do hereby commend Colonel Charles Haynes for 50
his 25 years of dedicated service as Director of the Mississippi 51
Highway Patrol and Assistant Commissioner of the Mississippi 52
Department of Public Safety and congratulate him as the new 53
Director of Administration of Justice for Mississippi College, and 54
extend to Colonel Haynes and his family our best wishes for future 55
success. 56
BE IT FURTHER RESOLVED, That this resolution be presented to 57
Colonel Charles Haynes, forwarded to Commissioner Sean Tindell, 58
and be made available to the Capitol Press Corps. 59
