7 A RESOLUTION TO AUTHORIZE AND DIRECT THE SENATE RULES 1
COMMITTEE TO CONTRACT WITH THE DEPARTMENT OF FINANCE AND 2
ADMINISTRATION AND THE MISSISSIPPI DEPARTMENT OF ARCHIVES AND 3
HISTORY FOR THE RECONSTRUCTION AND REPLACEMENT OF THE FOUR ORNATE 4
ELECTRIC GLOBE LIGHT FIXTURES THAT WERE ORIGINALLY LOCATED IN THE 5
FRONT OF THE SENATE CHAMBER ON EACH END OF THE PRESIDING 6
OFFICER/READING CLERK PLATFORM AND TO APPLY FOR APPROPRIATE 7
FUNDING FOR THIS RESTORATION. 8
WHEREAS, the Mississippi New Capitol Building features over 9
4,700 original, ornate electric light fixtures from its 1903 10
completion, designed by Architect Theodore Link, who embraced new 11
electric lighting technology, with many still in use and restored, 12
illuminating its grand hall, rotunda and chambers; and 13
WHEREAS, unfortunately, the four original ornate electric 14
globe light fixtures that were originally in the front of the 15
Senate Chamber on each end of the Presiding Officer and Reading 16
Clerk dias and platform were removed during a renovation in the 17
mid-1900s, resulting in darkness in the Senate Chamber during 18
evening sessions and an incredible loss of beauty and 19
architectural authenticity in the New Capitol Building; and 20

WHEREAS, the New Capitol Building and grounds are currently 21
undergoing numerous renovations and needed upgrading to maintain 22
the functional integrity and historical context of this leading 23
example of Beaux-Arts architecture in the Capitol City; and 24
WHEREAS, the New Capitol Building is well over a century old, 25
is the third capitol facility constructed in the City of Jackson 26
and has now served as the seat of Mississippi's government longer 27
than all of the previous capitols combined. It is a major tourist 28
attraction and the symbol of our state; and 29
WHEREAS, the current members of the Senate are in favor of 30
the restoration of our chamber to its original style and 31
appearance as a tribute to our institution: 32
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF 33
MISSISSIPPI, That we do hereby authorize and direct the President 34
Pro Tempore and the Senate Rules Committee to enter into 35
appropriate contracts or memoranda of understanding with the 36
Bureau of Building, Grounds and Real Property Management of the 37
Mississippi Department of Finance and Administration jointly with 38
the Mississippi Department of Archives and History, for the design 39
replication, reconstruction and replacement/installation of the 40
four ornate electric globe light fixtures with fluted brass stands 41
that were originally located in the front of the Senate Chamber on 42
each end of the Presiding Officer/reading clerk platform dias and 43
to apply for appropriate funding for this restoration from 44
legislative appropriation or historic preservation grants. 45

ST: Direct Senate Rules Committee to contract
for the restoration of the globe light fixtures
originally in front of Senate Chamber.
BE IT FURTHER RESOLVED, That this resolution be transmitted 46
to the State Fiscal Officer and the Executive Director of the 47
Mississippi Department of Archives and History, forwarded to the 48
Lieutenant Governor and Governor and made available to the Capitol 49
Press Corps. 50
