SENATE RESOLUTION NO. 86
A RESOLUTION EXTENDING THE COMMENDATION OF THE MISSISSIPPI 1
SENATE TO SAM HUBBARD UPON THE OCCASION OF HIS RETIREMENT AS 2
DEPUTY COMMISSIONER OF THE DEPARTMENT OF BANKING AND CONSUMER 3
FINANCE AND RECOGNIZING HIS COMMITMENT TO EXCELLENCE. 4
WHEREAS, we join the financial institution examiner 5
profession in recognizing the dedication, expertise and commitment 6
to excellence of Sam Hubbard; and 7
WHEREAS, Sam Hubbard is the Deputy Commissioner of the Department 8
of Banking and Consumer Finance (DBCF) and has worked for DBCF for over 9
36 years. He will retire on June 30, 2026, with over 36 years of 10
outstanding state service at this agency; and 11
WHEREAS, in January 1990, he began his career with the Department 12
of Banking and Consumer Finance as an Examiner Trainee. Over the next 13
25 years, Hubbard served in all levels of the Banking Division which 14
included two stints as Chief Examiner; and 15
WHEREAS, from 2015 to 2021, he was promoted to Director of the 16
Banking Division and oversaw all Banking and Credit Union operations. 17
In this role he ensured the safety and soundness of Mississippi 18
state-chartered financial institutions; and 19

WHEREAS, in 2021, Hubbard was appointed as Deputy Commissioner, 20
responsible for directing all activities of the DBCF. These activities 21
include maintaining communication with all regulated industries 22
(banking, consumer, mortgage), ensuring the examination process is 23
carried out in a timely manner, recommending legislative changes, 24
helping to formulate policies, reviewing budgetary activity, maintaining 25
a strong staff through hiring and promotions, and representing the DBCF 26
at various meetings and conferences; and 27
WHEREAS, Hubbard has received certifications from the Conference 28
of State Bank Supervisors (CSBS) as a Certified Operations Examiner, 29
Certified Credit Examiner, Certified Examiner in Charge, and Certified 30
Examiner Manager. Additionally, he has received a Certification of 31
Supervisory Management from the State of Mississippi; and 32
WHEREAS, Hubbard grew up in Jackson, Mississippi. He attended 33
Millsaps College and the University of Mississippi, where he graduated 34
in 1989 with a degree in business. He also holds a degree from the LSU 35
Graduate School of Banking. He resides in Madison; and 36
WHEREAS, it is with great pride that we honor an incredible 37
milestone achieved by a Mississippi state agency executive whose 38
career has made a lasting impact on his profession and on the 39
State of Mississippi: 40
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF 41
MISSISSIPPI, That we do hereby extend the commendation of the 42
Mississippi Senate to Sam Hubbard upon the occasion of his 43

BE IT FURTHER RESOLVED, That this resolution be presented to 46
Deputy Commissioner Sam Hubbard, forwarded to the Governor and the 47
Mississippi Department of Banking and Consumer Finance, and made 48
available to the Capitol Press Corps. 49
