SENATE RESOLUTION NO. 92
A RESOLUTION CONGRATULATING FORMER MISSISSIPPI SUPREME COURT 1
JUSTICE JAMES "JIMMY" D. MAXWELL UPON THE OCCASION OF HIS 2
INVESTITURE AS JUDGE OF THE UNITED STATES DISTRICT COURT FOR THE 3
NORTHERN DISTRICT OF MISSISSIPPI. 4
WHEREAS, it is with great pride and pleasure that we 5
recognize the Investiture Ceremony of Judge James "Jimmy" D. 6
Maxwell of the United States District Court for the Northern 7
District of Mississippi on March 20, 2026, in Hernando, 8
Mississippi; and 9
WHEREAS, Honorable James "Jimmy" D. Maxwell is a former 10
Mississippi Supreme Court Justice (2016-2025). He was nominated 11
by President Trump to the U.S. District Court for the Northern 12
District of Mississippi, with his confirmation process and a 13
committee hearing reported in September 2025. Senator Cindy 14
Hyde-Smith introduced Justice Maxwell to the Senate Judiciary 15
Committee regarding his nomination; and 16
WHEREAS, he served on the state Supreme Court from January 4, 17
2016, until December 18, 2025; and 18

WHEREAS, Judge Maxwell had served on the Mississippi Court of 19
Appeals for almost seven years. Former Governor Haley Barbour 20
appointed him in 2009 to fill a Court of Appeals vacancy. After 21
serving by appointment, Judge Maxwell was elected twice to the 22
Court of Appeals; and 23
WHEREAS, Judge Maxwell earned his undergraduate degree and 24
juris doctorate from the University of Mississippi. He practiced 25
civil law in Jackson before returning to Oxford as an Assistant 26
U.S. Attorney for the Northern District of Mississippi; and 27
WHEREAS, Judge Maxwell frequently lectured on appellate and 28
trial advocacy, legal writing, and Mississippi's judicial system. 29
Hs is a past president of the Young Lawyers Division of the 30
Mississippi Bar, the Lafayette County Bar Association, and 31
Tri-County Young Lawyers. He also served on the Board of Bar 32
Commissioners, the Mississippi Bar Foundation, the Diversity in 33
the Law Committee, and the Board of Directors of the Mississippi 34
Prosecutors Association; and 35
WHEREAS, Judge Maxwell and his wife Mindy have two children, 36
Trip and Mae Covington. The Maxwells are active members of First 37
Baptist Church, Oxford: 38
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF 39
MISSISSIPPI, That we do hereby congratulate former Mississippi 40
Supreme Court Justice James "Jimmy" D. Maxwell upon the occasion 41
of his investiture as Judge of the United States District Court 42

for the Northern District of Mississippi, and wish him every 43
success in his new role in the Mississippi judiciary. 44
BE IT FURTHER RESOLVED, That this resolution be presented at 45
the Investiture Ceremony of Judge James "Jimmy" D. Maxwell, 46
transmitted to Judge Maxwell and his family, and made available to 47
the Capitol Press Corps. 48
