AN ACT
T o amend chapter 301, RSMo, by adding thereto one new section relating to permanent
vehicle registration.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 301, RSMo, is amended by adding thereto one new section, to be
2 known as section 301.155, to read as follows:
301.155. 1. Notwithstanding any pro vision of law to the contrary , farm vehicles,
2 as defined in section 302.700, and any motor vehicle reg istered with a gr oss vehicle
3 weight rating (GVWR) of 26,001 pounds or grea ter , that are eligible for regist ration
4 under this chapter may , at the option of the r egistrant, be re gistered permanently upon
5 the payment of seven times the applicable fees re quir ed to register the vehicle annually
6 and present ation of all documentation otherwise r equir ed by law to r egister the vehicle
7 annually .
8 2. The permanent plate or plates and r egistration fees ar e vehicle specific. The
9 plate or plates and the reg istration fees paid are nontransferable and nonr efundable,
10 except those cover ed under the provi sions of section 301.442. Upon the transfer of the
11 title to any vehicle r egistere d in accordance with this section, the registra tion shall be
12 canceled and the license plates issued ther efor shall be retu rned to the director of
13 r evenue.
14 3. As used in this section, the term "fees" shall include:
15 (1) Fees for regist ering the vehicle in accordance with this chapter;
16 (2) Emblem use authorization fees, contributions, or donations as specified in
17 this chapter for the issuance of special license plates, which shall be paid to the

18 organization issuing the emblem use authorization statement for the plate or plates
19 unless otherwise specified by law; and
20 (3) Fees collected as compensation for department of reven ue fee offices under
21 section 136.055, which shall be paid to the fee office. Fee offices ar e her eby authorized
22 to collect a fee as compensation in full and for all services ren dered , on the basis
23 specified in this section.
24 4. The department of reven ue may issue a distinctive reg istration tab or tabs
25 indicating a vehicle has been permanently re gistered as specified in this section.
26 5. The department of rev enue may pro mulgate rules as necessary for the
27 implementation of this section. Any rule or portion of a rule, as that term is defined in
28 section 536.010, that is crea ted under the authority delegated in this section shall
29 become effective only if it complies with and is subject to all of the provi sions of chapter
30 536 and, if applicable, section 536.028. This section and chapter 536 are nonseverable
31 and if any of the powers vested with the general assembly pursuant to chapter 536 to
32 r eview , to delay the effective date, or to disappr ove and annul a rule are subsequently
33 held unconstitutional, then the grant of rulemaking authority and any rule pr oposed or
34 adopted after August 28, 2026, shall be invalid and void.
