AN ACT
T o amend chapter 301, RSMo, by adding thereto one new section relating to permanent
vehicle registration.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 301, RSMo, is amended by adding thereto one new section, to be
2 known as section 301.148, to read as follows:
301.148. 1. Notwithstanding any pr ovision of law to the contrary ,
2 nonapportioned motor vehicles eligible for regist ration under this chapter may , at the
3 option of the regi strant, be regist ered permanently upon the payment of seven times the
4 applicable fees req uired to register the vehicle annually and pr esentation of all
5 documentation otherwise req uire d by law to re gister the vehicle annually .
6 2. The permanent plate or plates and r egistration fees ar e vehicle specific. The
7 plate or plates and the reg istration fees paid are nontransferable and nonr efundable,
8 except those cover ed under the provi sions of section 301.442. Upon the transfer of the
9 title to any vehicle r egistere d in accordance with this section, the registra tion shall be
10 canceled and the license plates issued ther efor shall be retu rned to the director of
11 r evenue.
12 3. As used in this section, the term "fees" shall include:
13 (1) Fees for regist ering the vehicle in accordance with this chapter;
14 (2) Emblem use authorization fees, contributions, or donations as specified in
15 this chapter for the issuance of special license plates, which shall be paid to the
16 organization issuing the emblem use authorization statement for the plate or plates
17 unless otherwise specified by law; and
EXPLANA TION — Matter enclosed in bold-faced brackets [thus] in the above bill is not enacted and is
intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
18 (3) Fees collected as compensation for department of reven ue fee offices under
19 section 136.055, which shall be paid to the fee office. Fee offices ar e her eby authorized
20 to collect a fee as compensation in full and for all services ren dered , on the basis
21 specified in this section.
22 4. The department of reven ue may issue a distinctive reg istration tab or tabs
23 indicating a vehicle has been permanently re gistered as specified in this section.
24 5. The department of rev enue may pro mulgate rules as necessary for the
25 implementation of this section. Any rule or portion of a rule, as that term is defined in
26 section 536.010, that is crea ted under the authority delegated in this section shall
27 become effective only if it complies with and is subject to all of the provi sions of chapter
28 536 and, if applicable, section 536.028. This section and chapter 536 are nonseverable
29 and if any of the powers vested with the general assembly pursuant to chapter 536 to
30 r eview , to delay the effective date, or to disappr ove and annul a rule are subsequently
31 held unconstitutional, then the grant of rulemaking authority and any rule pr oposed or
32 adopted after August 28, 2026, shall be invalid and void.
