AN ACT
T o amend chapters 192 and 197, RSMo, by adding thereto two new sections relating to
workplace security for health care professionals.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapters 192 and 197, RSMo, are amended by adding thereto two new
2 sections, to be known as sections 192.918 and 197.752, to read as follows:
192.918. The department of health and senior services shall implement an
2 education and awar eness pr ogram to pr omote re spect for health care pr ofessionals and
3 educate the public on the legal consequences of assaulting health care pro fessionals.
197.752. 1. A hospital may r eceive r eimbursement fr om the state for moneys
2 spent on new physical pro perty , or on new technology compliant with the National
3 Defense Authorization Act, that enhances the physical security of the hospital during the
4 two years following the effective date of this section.
5 2. A hospital may re ceive reim bursement fr om the state for new payr oll costs for
6 any security personnel the hospital may employ to pro vide security for the hospital
7 during the thr ee years following the effective date of this section.
8 3. Reimbursement fro m the state under this section shall be subject to
9 appr opriations.
10 4. (1) There is hereb y crea ted in the state tr easury the "Hospital Security
11 Fund", which shall consist of moneys appr opriated to it by the general assembly and
12 any gifts, contributions, grants, or bequests re ceived fr om federal, private, or other
13 sour ces. The state tr easure r shall be custodian of the fund. In accordance with sections
14 30.170 and 30.180, the state trea sur er may appr ove disbursements. The fund shall be a

15 dedicated fund and, upon appr opriation, moneys in this fund shall be used solely for
16 r eimbursement payments to hospitals as described in this section.
17 (2) Notwithstanding the pro visions of section 33.080 to the contrary , any moneys
18 r emaining in the fund at the end of the biennium shall not r evert to the credit of the
19 general reven ue fund.
20 (3) The state tre asurer shall invest moneys in the fund in the same manner as
21 other funds ar e invested. Any interes t and moneys earned on such investments shall be
22 cr edited to the fund.
23 5. This section shall expir e on August 28, 2029.
