AN ACT
T o amend chapter 650, RSMo, by adding thereto one new section relating to the
establishment of the Missouri gaming bureau.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 650, RSMo, is amended by adding thereto one new section, to be
2 known as section 650.930, to read as follows:
650.930. 1. There is her eby established within the department of public safety
2 the "Missouri Gaming Bureau ". The Missouri gaming commission and the Missouri
3 lottery commission may contract with the Missouri gaming burea u for assistance in
4 criminal and regu latory investigations involving individuals, companies, and suppliers
5 who ar e applying for licensur e or who are conducting any activities under sections
6 313.800 to 313.850 or operations relat ing to video lottery games.
7 2. The dir ector of the gaming bur eau shall be a uniformed member of the
8 Missouri state highway patr ol who shall be appointed by the superintendent of the state
9 highway patro l. The dir ector shall be r esponsible for the administrative operations of
10 the gaming bur eau and shall perform such other duties as may be delegated or assigned
11 to the dir ector by the department of public safety . Members of the state highway patr ol,
12 pursuant to a memorandum of understanding with the state highway patrol , may
13 pr ovide services to the gaming bur eau. The dir ector may employ additional members of
14 the state highway patr ol to serve in the gaming bur eau, pr ovided that such persons ar e
15 licensed peace officers under chapter 590 and have a minimum of six hundred hours of
16 law enfor cement training.
EXPLANA TION — Matter enclosed in bold-faced brackets [thus] in the above bill is not enacted and is
intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
17 3. Members of the gaming bur eau shall have full power and authority as are now
18 or hereafte r vested by law in peace officers when working with the bur eau, which shall
19 include the power to enforce the rules of the gaming commission with res pect to the
20 gaming and lottery industry and the power to investigate violations occurring on the
21 gaming floors and pr emises of casinos licensed under sections 313.800 to 313.850,
22 violations by licensees of the lottery commission, and violations of chapter 572.
23 4. Members of the gaming bur eau shall be paid fr om funds designated as
24 administrative within the state lottery fund established under section 313.321 that wer e
25 generated fro m reven ues recei ved by the Missouri lottery commission fr om the sale of
26 Missouri lottery tickets and fr om license fees and r eimbursements associated with the
27 r egulation and operation of video lottery games in the state and fr om funds designated
28 as administrative within the gaming commission fund established under section 313.835
29 that wer e generated fr om rev enues re ceived by the Missouri gaming commission fr om
30 license fees and r eimbursements associated with the regu lation and operation of
31 excursion gambling boats in the state.
32 5. The dir ector of the department of public safety may promulg ate all necessary
33 rules and reg ulations for the administration of this section. Any rule or portion of a
34 rule, as that term is defined in section 536.010, that is crea ted under the authority
35 delegated in this section shall become effective only if it complies with and is subject to
36 all of the pr ovisions of chapter 536 and, if applicable, section 536.028. This section and
37 chapter 536 are nonseverable and if any of the powers vested with the general assembly
38 pursuant to chapter 536 to revi ew , to delay the effective date, or to disappr ove and annul
39 a rule are subsequently held unconstitutional, then the grant of rulemaking authority
40 and any rule prop osed or adopted after August 28, 2026, shall be invalid and void.
