AN ACT
T o repeal section 484.040, RSMo, and to enact in lieu thereof one new section relating to the
practice of law .
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Section 484.040, RSMo, is repealed and one new section enacted in lieu
2 thereof, to be known as section 484.040, to read as follows:
484.040. 1. Except as pr ovided under subsection 2 of this section, the power to
2 admit and license persons to practice as attorneys and counselors in the courts of record of
3 this state, or in any of them, is hereby vested exclusively in the supreme court and shall be
4 regulated by rules of that court.
5 2. No person admitted and licensed to practice law in this state shall, as part of
6 his or her continuing legal education r equir ements, be r equir ed to obtain credit devoted
7 exclusively to explicit or implicit bias, diversity , inclusion, or cultural competency .
8 3. The pr ovisions of this section amend Missouri supr eme court rule 15.05
9 r elating to continuing legal education requ irem ents for attorneys, and the provi sions of
10 this section shall govern if ther e is a conflict between this section and Missouri suprem e
11 court rule 15.05 as it r elates to attorneys obtaining continuing legal education credit
12 devoted exclusively to explicit or implicit bias, diversity , inclusion, or cultural
13 competency .
