AN ACT
T o amend chapter 493, RSMo, by adding thereto one new section relating to the publication
of public notices.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 493, RSMo, is amended by adding thereto one new section, to be
2 known as section 493.220, to read as follows:
493.220. 1. Notwithstanding any other pr ovision of law , beginning on the
2 effective date of this section, in any county with a charter form of government, any
3 notice requi red by statute to be published in a newspaper shall also be published on the
4 website of the office of the secr etary of state or published in a newspaper .
5 2. The office of the secr etary of state shall develop proced ures for submission of
6 notices published on its website as pr ovided under this section and creat e a specific page
7 on its website that contains all such notices in a sear chable format that is easily
8 accessible to the public.
9 3. Notwithstanding any other pr ovision of law to the contrary , any political
10 subdivision or governmental entity that is r equir ed by law to publish a public
11 advertisement, order of publication, legal notice, or any other notice in a newspaper
12 shall be permitted to publish the identical notice on its official website and on any
13 official social media accounts it maintains for public notices. In addition to the
14 newspaper publication or if no qualifying newspaper exists in the jurisdiction or the
15 newspaper fails or ref uses to publish the notice after timely submission and pro per
16 payment, if any , such digital publication shall constitute valid and sufficient notice upon
