AN ACT
T o amend chapter 1, RSMo, by adding thereto one new section relating to diversity , equity ,
and inclusion initiatives.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 1, RSMo, is amended by adding thereto one new section, to be
2 known as section 1.2035, to read as follows:
1.2035. 1. Public institutions may , subject to appr opriation, establish and fund
2 diversity , equity , and inclusion (DEI) initiatives including:
3 (1) DEI positions, offices, and pr ograms;
4 (2) Inclusive curriculum and antibias training; and
5 (3) DEI statements and voluntary employee-engagement efforts.
6 2. Notwithstanding any other law to the contrary , DEI initiatives shall not be
7 pr ohibited, defunded, or res tricted.
8 3. No state law , policy , rule, or executive order shall penalize a public institution
9 for establishing and maintaining DEI policies and pr ograms.
10 4. The Missouri commission on human rights shall receiv e and investigate
11 complaints of violations of this section and r ecommend appr opriate measur es to
12 r einstate progr ams or otherwise rem edy a violation of this section.
