AN ACT
T o repeal section 162.1 195, RSMo, and to enact in lieu thereof one new section relating to
music educator professional development.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Section 162.1 195, RSMo, is repealed and one new section enacted in lieu
2 thereof, to be known as section 162.1 195, to read as follows:
162.1 195. 1. Beginning in fiscal year 2013, the office of quality schools within the
2 department of elementary and secondary education may ensure that each regional
3 professional development center in the state provides professional development educational
4 assistance for fine arts.
5 2. The emphasis may include the following:
6 (1) T o act as a resource for school districts under the regional of fice of professional
7 development with regard to fine arts education, as delivered by certified arts specialists, and
8 the integration of the arts into non-arts curricula;
9 (2) T o work with school districts in staff development and curriculum issues related
10 to fine arts education and fine arts integration;
11 (3) T o collaborate with regional of fice of professional development personnel and
12 other regional personnel associated with the regional of fice of professional development;
13 (4) T o coordinate services available from other entities involved in fine arts education
14 and fine arts integration;
15 (5) T o assist and support local school districts in providing fine arts education and the
16 integration of the fine arts; and

17 (6) T o contribute to the development and implementation of in-service training,
18 regionally and statewide, which responds to the needs of arts specialists, and other educators
19 pertaining to the needs of Missouri students in fine arts and the integration of the arts.
20 3. (1) There is hereb y established the "Missouri Music Pro fessional
2 1 Development Pilot Pr ogram" in the office of quality schools within the department of
22 elementary and secondary education.
23 (2) Beginning in the 2026-27 school year , the department, in conjunction with a
24 statewide association of Missouri music educators, shall:
25 (a) Annually pr ovide five workshops to deliver content-specific pr ofessional
26 development to Missouri music educators;
27 (b) Determine which of the r egional pr ofessional development centers shall host
28 the workshops, with each workshop pr ovided at a differ ent center;
29 (c) Set the date and design the content for each workshop;
30 (d) Pr ovide moneys fr om the fund cr eated in subdivision (4) of this subsection
31 for eligible music educators to attend a workshop;
32 (e) Monitor the pro gres s of the pilot pr ogram; and
33 (f) Pr ovide all necessary support for the pilot prog ram.
34 (3) The department shall:
35 (a) Assess attendance at and costs of the pilot progr am;
36 (b) Evaluate participant feedback;
37 (c) Analyze the value and effectiveness of the pilot pr ogram; and
38 (d) Develop pr ocedur es for:
39 a. Pr oviding moneys for:
40 (i) Paying a substitute teacher to take the place of a music educator who attends
41 a workshop during a contracted instructional school day;
42 (ii) Reimbursing a music educator for mileage expenses for attending a
43 workshop, with such r eimbursement not to exceed thirty-eight cents per mile; and
44 (iii) Pr oviding moneys to the statewide association of Missouri music educators
45 to pay an honorarium not to exceed five hundred dollars to a music educator who is a
46 pr esenter at a workshop;
47 b. A school to requ est r eimbursement fr om the department for substitute
48 teacher pay and mileage as described in items (i) and (ii) of subparagraph a. of this
49 paragraph;
50 c. A statewide association of Missouri music educators to req uest reim bursement
51 for honoraria paid to music educators as described in item (iii) of subparagraph a. of
52 this paragraph;

53 d. The statewide association to provi de a completion certificate to a music
54 educator who attends a workshop so that the music educator can submit the certificate
55 to the educator's school district and receiv e pr ofessional development cr edit; and
56 e. The statewide association to prov ide a list to the department confirming the
57 attendance of music educators at workshops and to submit participant evaluations and
58 r esponses.
59 (4) (a) There is here by creat ed in the state tr easury the "Missouri Music
60 Pr ofessional Development Pilot Pr ogram Fund", which shall consist of moneys
61 appr opriated by the general assembly to such fund. The state tr easurer shall be
62 custodian of the fund. In accordance with sections 30.170 and 30.180, the state tre asurer
63 may appr ove disbursements. The fund shall be a dedicated fund and, upon
64 appr opriation, moneys in this fund shall be used solely for the purposes described in
65 this subsection.
66 (b) Notwithstanding the pr ovisions of section 33.080 to the contrary , any moneys
67 r emaining in the fund at the end of the biennium shall not r evert to the credit of the
68 general reven ue fund.
69 (c) The state tr easur er shall invest moneys in the fund in the same manner as
70 other funds ar e invested. Any interes t and moneys earned on such investments shall be
71 cr edited to the fund.
72 (5) All duties and res ponsibilities requi red under this subsection shall be subject
73 to appr opriation.
74 (6) The department of elementary and secondary education shall terminate the
75 Missouri music pr ofessional development pilot progra m thr ee years after the effective
76 date of this subsection. Before January first of the calendar year immediately following
77 the termination of this pr ogram, the department shall submit a repo rt to the general
78 assembly that contains the res ults of the pilot pr ogram including, but not limited to,
79 benefits experienced by school districts that employ music educators who participate in
80 the pro gram.
