AN ACT
T o amend chapters 1 and 8, RSMo, by adding thereto four new sections relating to task
forces.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapters 1 and 8, RSMo, are amended by adding thereto four new
2 sections, to be known as sections 1.510, 1.51 1, 1.1300, and 8.930, to read as follows:
1.510. 1. Ther e is here by established the "Missouri State T echnology T ask
2 For ce".
3 2. The task for ce shall consist of:
4 (1) Five members of the house of repr esentatives, with thr ee members to be
5 appointed by the speaker of the house of repr esentatives and two members to be
6 appointed by the minority leader of the house of rep res entatives;
7 (2) Three members of the senate, with two members to be appointed by the
8 pr esident pr o tempor e of the senate and one member to be appointed by the minority
9 leader of the senate;
10 (3) The lieutenant governor or the lieutenant governor's designee;
11 (4) The secr etary of state or the secr etary's designee;
12 (5) The chief information officer of the office of administration, one member of
13 the information technology advisory board of the office of administration, one
14 additional member repr esenting the office of administration, and one member of the
15 department of higher education and workforc e development or the department's
16 designee;

17 (6) Five members appointed by the speaker of the house of repr esentatives, with
18 subject-matter expertise in the following ar eas:
19 (a) Missouri-based technology pro viders; or
20 (b) Cybersecurity; and
21 (7) Thr ee members appointed by the pr esident pro tempor e of the senate, with
22 subject-matter expertise in the following ar eas:
23 (a) W eb-based communication services;
24 (b) Electr onic record s and storage ret ention; or
25 (c) Large-scale software implementation.
26 3. The speaker of the house of rep res entatives shall designate the chair of the
27 task for ce, and the pr esident pro tempor e of the senate shall designate the vice chair of
28 the task for ce.
29 4. Staff members of house res earch , house drafting, senate res earch , and the
30 joint committee on legislative res earch shall prov ide such legal, res earch , clerical,
31 technical, and bill drafting services as the task for ce may r equir e in the performance of
32 its duties.
33 5. Members of the task forc e shall serve without compensation, but the members
34 and any staff assigned to the task for ce shall receive reim bursement for actual and
35 necessary expenses incurred in attending meetings of the task for ce or any
3 6 subcommittee ther eof. All task for ce members shall be subject to the same conflict-
37 of-inter est provisions in chapter 105 that are enfor ced by the Missouri ethics
38 commission in the same manner that elected or appointed officials and employees are
39 subject to such pr ovisions.
40 6. The task for ce shall hold its first meeting within two months fr om the effective
41 date of this section.
42 7. The mission of the task for ce shall be to:
43 (1) Evaluate the condition of the state's curr ent technology platforms;
44 (2) Evaluate the uses of cloud computing and artificial intelligence to impr ove
45 the state's technological foundation and customer service;
46 (3) Evaluate the state's certificate pro grams and workfor ce development efforts,
47 including any efforts to use knowledge models to help guide students into certain
48 employment ar eas from young ages so that they are able to advance in r ewarding
49 car eers;
50 (4) Research and revi ew adaptive technology initiatives for state use;
51 (5) Evaluate curren t cost-spending and cost-saving state technological pr otocols;
52 (6) Make recomm endations re garding the condition of the state's technological
53 systems;

54 (7) Make recomm endations r egarding the condition of the state's citizen-
55 accessible technology platforms; and
56 (8) Make recommendat ions regard ing the use of technology and artificial
57 intelligence to improve state management of r ecords and to enable Missouri citizens and
58 agencies to have mor e efficient electr onic communications and access.
59 8. The task for ce shall r eport a summary of its activities and any
6 0 r ecommendations for legislation to the general assembly before August 28, 2027.
61 9. (1) The task for ce shall suspend its operations on January 1, 2028. At such
62 time, all members of the task for ce shall be rel ieved of their position on the task for ce.
63 (2) The task for ce shall res ume its operations on January 1, 2029, with a new set
64 of members to be selected in the manner of subsection 2 of this section. The new chair
65 and the new vice chair of the task for ce shall be designated as pr ovided under subsection
66 3 of this section.
67 (3) Upon res umption of its operations, the task for ce shall continue to re ceive
68 services according to subsection 4 of this section and shall continue to be subject to all
69 pr ovisions of subsection 5 of this section.
70 (4) Upon r esumption of its operations, the task forc e shall review all summaries
71 and recomme ndations pr eviously made under subsection 8 of this section and shall
72 continue to carry out the mission described under subsection 7 of this section.
73 (5) Upon res umption of its operations, the task for ce shall r eport an updated
74 summary of its activities and any recomm endations for legislation to the general
75 assembly before August 28, 2029.
76 (6) After pr oviding a re port to the general assembly as requi red under
77 subdivision (5) of this subsection, the task for ce shall continue to meet every two years
78 periodically until this section expir es. The task for ce shall pr ovide additional updated
79 summaries of its activities and additional recomm endations for legislation to the general
80 assembly , at such times as the task for ce deems necessary , until the task for ce is
81 terminated.
82 10. Under section 23.253 of the Missouri sunset act:
83 (1) The pr ovisions of the new pr ogram authorized under this section shall
84 automatically sunset twelve years after the effective date of this section unless
85 r eauthorized by an act of the general assembly;
86 (2) If such pr ogram is rea uthorized, the prog ram authorized under this section
87 shall automatically sunset twelve years after the effective date of the reau thorization of
88 this section; and

89 (3) This section shall terminate on September first of the calendar year
90 immediately following the calendar year in which the prog ram authorized under this
91 section is sunset.

3 2. The task for ce shall consist of:
4 (1) Five members of the house of repr esentatives, with thr ee members to be
5 appointed by the speaker of the house of repr esentatives and two members to be
6 appointed by the minority leader of the house of rep res entatives;
7 (2) Three members of the senate, with two members to be appointed by the
8 pr esident pr o tempor e of the senate and one member to be appointed by the minority
9 leader of the senate;
10 (3) The commissioner of education or the commissioner's designee;
11 (4) One member rep resen ting the department of higher education and
12 workfor ce development, appointed by the commissioner of higher education;
13 (5) One member r epresent ing public universities in the state, appointed by the
14 speaker of the house of rep res entatives;
15 (6) Five members appointed by the speaker of the house of r epresent atives, each
16 of whom has subject-matter expertise in one of the following:
17 (a) Agricultural technology;
18 (b) Business, repr esenting a business organization in this state;
19 (c) Farming, r epresent ing a farming organization in this state;
20 (d) Food technology; and
21 (e) Health sciences; and
22 (7) Eleven members repr esenting each of the following organizations, with eight
23 members appointed by the speaker of the house of repr esentatives and thr ee members
24 appointed by the pr esident pr o tempore of the senate:
25 (a) BioSTL;
26 (b) The Center for Rural Health Innovation;
27 (c) The Danforth Plant Science Center;
28 (d) The Early Adopter Gr ower Innovation Community;
29 (e) The Independent Colleges and Universities of Missouri;
30 (f) The Missouri Cattlemen's Association;
31 (g) The Missouri Community College Association;
32 (h) The Missouri Corn Gr owers Association;
33 (i) The Missouri Partnership;
34 (j) The Missouri Soybean Association; and

35 (k) The State T echnical College of Missouri.

53 industries that spur technological innovation thr oughout the state, with particular focus
54 on the ar eas of agricultural technology , health sciences, and food technology , and to
55 cr eate mor e jobs in the technology sector .
56 8. The task for ce shall r eport a summary of its activities and any
5 7 r ecommendations for legislation to the general assembly before August 28, 2027.
58 9. (1) The task for ce shall suspend its operations on January 1, 2028. At such
59 time, all members of the task for ce shall be r elieved of their positions on the task for ce.
60 (2) The task for ce shall res ume its operations on January 1, 2029, with a new set
61 of members to be selected in the manner of subsection 2 of this section. The new chair
62 and the new vice chair of the task for ce shall be designated according to the pr ovisions
63 of subsection 3 of this section.
64 (3) Upon res umption of its operations, the task for ce shall continue to re ceive
65 services according to subsection 4 of this section and shall continue to be subject to all
66 pr ovisions of subsection 5 of this section.
67 (4) Upon r esumption of its operations, the task forc e shall review all summaries
68 and recomme ndations pr eviously made under subsection 8 of this section and shall
69 continue to carry out the mission described under subsection 7 of this section.

4 (1) Three members of the house of repr esentatives, with two members appointed
5 by the speaker of the house of repr esentatives and one member appointed by the
6 minority leader of the house of rep res entatives;
7 (2) Three members of the senate, with two members appointed by the pr esident
8 pr o tempor e of the senate and one member appointed by the minority leader of the
9 senate;
10 (3) The state auditor or his or her designee; and
11 (4) The commissioner of administration or his or her designee.
12 3. The speaker of the house of rep res entatives shall designate the chair of the
13 task for ce, and the pr esident pro tempor e of the senate shall designate the vice chair of
14 the task for ce.
15 4. Staff offices including, but not limited to, house r esear ch, house drafting,
16 senate r esear ch, and the joint committee on legislative res earch shall pr ovide such legal,
17 r esear ch, clerical, technical, and bill drafting services as the task for ce may r equir e in
18 the performance of its duties.

19 5. Members of the task forc e shall serve without compensation, but the members
20 and any staff assigned to the task for ce shall receive reim bursement for actual and
21 necessary expenses incurred in attending meetings of the task for ce or any
2 2 subcommittee ther eof. All task for ce members shall be subject to the same conflict-
23 of-inter est provisions in chapter 105 that are enfor ced by the Missouri ethics
24 commission in the same manner that elected or appointed officials and employees are
25 subject to such pr ovisions.
26 6. The task for ce shall hold its first meeting within two months fr om the effective
27 date of this section.
28 7. The duties of the task for ce shall be to:
29 (1) Evaluate the degr ee of centralization of the various functions of government;
30 (2) Evaluate the capacity for the private sector and political subdivisions to
31 assume r esponsibilities curren tly under the purview of state government; and
32 (3) Make recomm endations reg arding decentralizing state government to the
33 general assembly .
34 8. The task for ce shall rep ort a summary of its activities and recommendat ions
35 to the general assembly before September 30, 2027.
36 9. (1) The task for ce shall suspend its operations on September 30, 2027. At
37 such time, all members of the task for ce shall be rel ieved of their position on the task
38 for ce.
39 (2) The task for ce shall r esume its operations on September 30, 2028, with a new
40 set of members to be selected according to the pro visions of subsection 2 of this section.
41 The new chair and the new vice chair of the task for ce shall be designated according to
42 the pro visions of subsection 3 of this section.
43 (3) Upon res umption of its operations, the task for ce shall continue to re ceive
44 services according to the prov isions of subsection 4 of this section and shall continue to
45 be subject to all pr ovisions of subsection 5 of this section.
46 (4) Upon r esumption of its operations, the task forc e shall review all summaries
47 and recomme ndations pr eviously made under subsection 8 of this section and shall
48 continue to carry out the duties described in subsection 7 of this section.

5 minority leader of the house of rep res entatives;
6 (2) Three members of the senate, with two members appointed by the pr esident
7 pr o tempor e of the senate and one member appointed by the minority leader of the
8 senate;
9 (3) The state auditor or his or her designee; and
10 (4) The commissioner of administration or his or her designee.

28 (1) Pr ovide and maintain an accurate account of all Missouri state government-
29 owned and -leased real prop erty , including pr operty pur chased as a right-of-way by the
30 department of transportation;
31 (2) Evaluate the conditions of all Missouri state government-owned and -leased
32 r eal prop erty , including identifying the utility costs associated with the re al pr operty
33 and how often the real pr operty is being utilized;
34 (3) Evaluate the curre nt funding each Missouri state government-owned and
35 -leased real pr operty is r eceiving for the purpose of maintaining the rea l pr operty;
36 (4) Evaluate whether the curren t funding recei ved for maintaining the r eal
37 pr operty is sufficient to maintain the integrity of the rea l pr operty and necessary
38 compar ed to the amount of usage the rea l pr operty r eceives;
39 (5) Make recomm endations re garding the conditions of state government-owned
40 and -leased r eal prop erty , including if the re al pr operty is in need of reha bilitation or
41 liquidation and if the utility costs associated with the real prop erty could be red uced;
42 (6) For all real pr operties identified as in need of rehab ilitation or liquidation,
43 cr eate a detailed plan for the r ehabilitation or liquidation that may be implemented
44 within two years; and
45 (7) Make re commendations r egarding funding of state government-owned and
46 -leased real pr operty as it pertains to funding for maintaining the real pr operty .

48 Real pr operties owned and leased by public schools, as that term is defined in section
49 160.01 1, shall not be included in the task for ce's evaluations.
50 8. The office of administration shall, within sixty days of the effective date of this
51 section, prov ide a complete list of all government-owned and -leased rea l pr operty to the
52 task for ce. The office of administration shall provi de an updated list to the task for ce
53 following any change to the status of government-owned or -leased r eal prop erty . The
54 office of administration shall prov ide a new list to the task forc e each time the task for ce
55 r esumes operations, as pro vided in subsection 10 of this section.
56 9. The task for ce shall rep ort a summary of its activities and recommendat ions
57 to the general assembly before September 30, 2027.
58 10. (1) The task for ce shall suspend its operations on September 30, 2027. At
59 such time, all members of the task for ce shall be rel ieved of their position on the task
60 for ce.

61 (2) The task for ce shall r esume its operations on September 30, 2028, with a new
62 set of members to be selected according to the pro visions of subsection 2 of this section.
63 The new chair and the new vice chair of the task for ce shall be designated according to
64 the pro visions of subsection 3 of this section.

66 services according to the prov isions of subsection 4 of this section and shall continue to
