AN ACT
T o amend chapter 191, RSMo, by adding thereto two new sections relating to perinatal care.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 191, RSMo, is amended by adding thereto two new sections, to be
2 known as sections 191.730 and 191.744, to read as follows:
191.730. 1. For purposes of this section, the following terms mean:
2 (1) "Health care pr ofessional", the same meaning given to the term in section
3 376.1350;
4 (2) "Mental disorder", the same meaning given to the term in section 630.005;
5 (3) "Mental illness", the same meaning given to the term in section 630.005;
6 (4) "Scr eening tool", a tool or tools designed to scr een pr egnant women for
7 mental disorders and mental illnesses.
8 2. This section applies only to health car e pr ofessionals who provi de maternity
9 health car e services.
10 3. Each health car e profession al shall, thr ough the use of a validated and
11 evidence-based verbal scr eening tool, scre en for mental disorders and mental illnesses in
12 all pr egnant women who ar e seen by the health care pr ofessional as early as practicable
13 at the onset of pr enatal care and thr oughout the pr egnancy , including during the first,
14 second, and third trimesters.
15 4. The department of health and senior services shall establish guidelines for
16 health car e pr ofessionals trea ting mental disorders and mental illnesses in pr egnancy .
17 The department shall make the guidelines available on its website.

18 5. If, after using the scr eening tool, a health care profes sional identifies a
19 pr egnant woman who has a mental disorder or mental illness and is not curr ently
20 r eceiving tr eatment for such disorder or illness, the health care profes sional shall:
21 (1) Pr ovide tr eatment to the patient; or
22 (2) Refer the patient for tr eatment.
23 6. Nothing in this section shall be construed to authorize violation of the
24 confidentiality requ irem ents of any state or federal law .
191.744. The department of health and senior services shall establish a perinatal
2 navigator prog ram for the purposes of engaging pr egnant women in early pr enatal car e
3 and pr oviding referr als to pregn ant women for wrapar ound services and home visiting
4 pr ograms in the local community .
