AN ACT
T o amend chapter 304, RSMo, by adding thereto one new section relating to ice cream trucks.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 304, RSMo, is amended by adding thereto one new section, to be
2 known as section 304.262, to read as follows:
304.262. 1. The pr ovisions of this section shall be known and may be ref erred to
2 as "Felicity's Law".
3 2. Every ice cre am truck shall be equipped with the following safety devices:
4 (1) Fr ont passenger side-mounted wide-angle convex mirr or;
5 (2) Reverse backup alarm capable of emitting a sound that is audible above
6 surr ounding noise level;
7 (3) Rear -mounted mirr or , obstacle detection sensor , or camera to pr ovide r ear
8 visibility for the operator; and
9 (4) Fr ont-mounted obstacle detection system capable of detecting obstacles
10 within thr ee feet of the vehicles's fro nt bumper or a four -foot cr ossing arm that rem ains
11 extended during parked operations and is only ret racted immediately prior to the
12 operator shifting the vehicle into the drive position.
13 3. The safety equipment r equir ed under subsection 2 of this section shall be
14 utilized whenever a motor vehicle is engaged in operation as an ice cr eam truck.
15 4. In addition to the safety equipment requ ired under subsection 2 of this
16 section, every ice cream truck shall have signage visible fr om the rea r of the vehicle, a
17 minimum of one square foot in size, stating either "Caution" or "W atch for Children" .

intended to be omitted from the law . Matter in bold-face type in the above bill is proposed language.
18 5. For purposes of this section, "ice cream truck" means any motorized motor
19 vehicle fr om which ice cr eam, fr ozen milk, fr ozen dairy , or other fr ozen ice confection
20 pr oducts are sold or offer ed for sale in a r eady-to-eat form and customarily consumed at
21 point of sale.
